Cuffs are a tool available to Security Junior Officers and above to prevent a target from moving for the duration of their detention. It's a very useful utility with very specific rules attached to it. You may only detain players in the following scenarios:

Transporting a CD to Solitary Confinement.
Escorting a CD (Requires authorization from the event host).
A rogue Foundation Personnel, or one that is non-compliant with issued orders.
Detaining an exploiter.
A trespassing Foundation Personnel.
Removing Foundation Staff out of dangerous situations.

Cuffs may also be used in any other situation that justifies its use.
However common sense must be applied at all times.
