The Great Crusade stands at the threshold of its final triumph. After two centuries of relentless expansion, the Imperium of Man now encompasses the vast majority of the galaxy’s inhabited systems. Compliance has been achieved across most major sectors, and the Emperor’s vision of unity, enlightenment, and order draws closer to fulfillment.
As members of the Joint Strategic Council, your responsibilities lie in overseeing the final stabilization and integration of Imperial holdings across three remaining high-priority theaters:
A volatile cluster in the galactic west, recently plagued by resurgent insurrections. While initial compliance was declared, reports of scattered resistance movements have justified a renewed Imperial presence. Several Astartes legions have been assigned to reinforce operations.
Following the conclusion of the Council of Nikaea, renewed attention is being placed on psychic regulation and the proper role of the Librarius within Imperial doctrine. Astartes leaders and Custodian delegates alike are expected to clarify implementation policies in the field.
The Dark Angels and their expeditionary allies have completed compliance operations across several frontier sectors. With the return of the Lion imminent, the time has come to formalize policies regarding xenos engagement, warp-tech research, and localized governance frameworks.
Your task as senior representatives, commanders, and policy architects is to coordinate inter-theater objectives, resolve doctrinal disputes, and ensure that the legacy of the Crusade is preserved in perpetuity.
This is the twilight of conquest.

This Committee deals with the final stages of a galactic war for conquest, as such, many delegates have the ability to meaningfully contribute to war in some way, and creative delegates can end up with assets they didn't start with.
The galaxy is a big place; delegates start in the committees they are in but they are able to to switch rooms by using up a crisis note to do so. However, delegates need a means of travel to do so.
It takes 8 minutes for light from the sun to get to Earth (Terra), it takes a lot longer for messages to stretch across the galaxy. Communications from one system to another (or one room to another) can only be done via crisis note and with access to an Astropath. Astropaths are exceedingly rare, and their communication is sometimes unstable; unless you're an astropath yourself there's no guarantee that the message you intended to send is received exactly as you intended to send it.
Travel is dangerous. For lack of a better analogy; to get from point A to point B (one room to another) you're essentially diving through hell (the warp), and any complications or system failures on a ship could have catastrophic results. However if things are going really REALLY badly, and a message MUST get through, some things are worth the risk...
There's a chain of command that involves other delegates above and below you. Don't be surprised if violating it affects you and the way other delegates respond to you
War is dangerous delegates; your delegation can be eliminated in this committee. However, MUN is about influence, and sometimes the way you go out can be much more influential than survival.
