Council Session Transcript #4922
Clearance: Level 5 - O5 Eyes Only
Subject: Emergency Session - O5-11 Candidate: Alpha-1 Major
O5-1: We have been repeating the same arguments for three months. The seat remains vacant. The Department of Thaumaturgy prefers a scholar - the Ethics Committee, an economist. I believe it is time to decide. I nominate the Major.
O5-2: A soldier? We are meant to be the mind of the Foundation, One - he is the fist. You do not ask the fist to reflect on the nature of reality. We require a philosopher - someone who understands why we contain, not only how.
O5-7: Philosophers often hesitate, Two. I have reviewed his tactical logs from the Site-19 breach. When Sector Beta was compromised, he did not request extraction. He calculated the risk, realized his own evacuation was too dangerous, and eliminated the pilot himself. He sealed the bulkhead from within and sacrificed his own team to save the entire Site and possibly the town. That isn't a fist. That is a scalpel.
O5-9: A scalpel that cuts without an anesthetic - that is precisely my concern. He operates with extreme logic, without nuance. If the calculations indicate that eliminating the Council would save the Foundation, he would not hesitate to do so.
O5-6: Nine is right. The Red Right Hand knows to the Major, they server with him for many years. If we put him in this seat, we’re not getting a teammate - we’re handing power to a warlord, a machine that removes every obstacle if logic requires. What happens if he decides the Council is just getting in the way?
O5-10: I am not concerned with his feelings - I am concerned with his leverage. Does he possess incriminating information about us? Alpha-1 has eyes everywhere. If he joins the Council, does he bring thirty years of secrets with him? I do not want to be blackmailed by another Council Member, especially after what happened with previous Eleven...
O5-1: It’s the opposite. I talked to him about this issue. Asked him what he’d do about his old comrades and everything they know.
O5-4: And? Did he say he’d step aside if needed?
O5-1: No. He informed me that he had already administered Class-E amnestics to his entire battalion this morning. They do not remember him. He dismantled his own power base and erased his own history because he calculated it would be a crucial variable in his decision-making if he was granted a seat on the Council.
[The room falls quiet. The anger is gone, replaced by a cold, heavy silence]
O5-12: ...He erased their memories? Men he served with for twenty years? The resource cost of retraining that unit will be astronomical.
O5-10: Forget the cost. That's... terrifyingly secure. He has no past. No leverage. No friends.
O5-2: He has no soul. We are asking a machine to lead humanity. A machine that won't go off the path if it's illogical.
O5-7: We do not require a soul at this moment, Two. We need someone capable of making difficult decisions - a failsafe who can make the pain vanish, someone who does not hesitate.
O5-1: Enough. The time for debate is over. Voting commences.
[Quiet tapping can be heard in a room]

[SYSTEM]: 8 FOR. 3 AGAINST. 1 ABSTAIN.
O5-1: The motion carries. God help us all. We will proceed with the introduction...
