The work we have undertaken at the New Hampshire Republican Party has focused on building a stronger organization, supporting our candidates, expanding grassroots participation, and preparing Republicans to win up and down the ballot. Agenda 2028 builds on that foundation with a clear objective: a professional, financially sustainable, year-round state party that gives our candidates and volunteers the resources they need to succeed.
Our mission remains straightforward: elect Republicans who defend individual liberty, fiscal responsibility, and the New Hampshire Advantage. Accomplishing that mission requires clear responsibilities, consistent communication, effective fundraising, and an organization that reaches into every community.
Building a Professional Organization
Building the best damn party in the country requires an organization that earns confidence, supports its people, and delivers results. Agenda 2028 will strengthen the New Hampshire Republican Party with clear responsibilities, capable staff, sound financial management, and measurable goals.
Our volunteers are the foundation of the party. A professional organization gives them the training, tools, information, and support they need to succeed. Every county and local committee should know whom to contact, what resources are available, and how its work contributes to our statewide mission.
We will focus on six priorities:
Clear responsibilities and accountability. Define the duties of staff, officers, and volunteer leaders, with specific goals and regular progress reviews.
Capable staff and reliable support. Build staffing around available funding and organizational needs, including operations, fundraising, communications, data, and election support.
Strong financial management. Establish disciplined budgeting, timely reporting, responsible purchasing, and consistent oversight of party resources.
Effective communication. Create dependable channels between the state party, county committees, local leaders, and candidates, with timely information and clear follow-through.
Training and continuity. Maintain practical guides, shared resources, and regular training so leadership transitions preserve knowledge and momentum.
A culture of service and results. Treat volunteers, donors, candidates, and committee leaders with respect. Respond promptly, keep commitments, and measure success by what we accomplish.
By 2028, the NHGOP should operate as a coordinated statewide organization that recruits and develops leaders, supports candidates, equips volunteers, and turns Republican enthusiasm into Republican victories.
Strengthen the Organization
Continue developing the connection between the state party, county committees, and town and city committees. Build on the work establishing local leadership roles, volunteer responsibilities, training, and shared resources. Give committee leaders practical tools, clear expectations, and regular support while developing the next generation of Republican leadership.
Build a Year-Round Grassroots Operation
Expand the organizing work behind our election operations, including Town Captains, Get Out the Vote, Election Day Operations, and Election Integrity teams. Use 2027 to recruit, train, and retain volunteers, support local elections, and prepare for the 2028 cycle.
Grow the Mammoth Brigade around its simple commitment: pledge to vote and help three friends, family members, or neighbors do the same. Turn individual participation into sustained local involvement, supported by voter data, training, and consistent follow-up.
Establish Reliable, Sustainable Fundraising
Build on major donor outreach, fundraising events, digital appeals, and Grassroots Givers to establish a broader and more dependable financial base. Strengthen donor relationships through regular communication, responsible stewardship, and a clear explanation of how contributions support Republican victories.
Fundraising should support a two-year operating plan that funds essential staff, voter contact, candidate support, and election operations before the final months of the campaign.
Recruit and Support Strong Candidates
Begin candidate recruitment early and strengthen coordination with campaigns at every level. Provide training, practical resources, voter-data access, and guidance on campaign readiness. Work with local and county leaders to identify potential candidates and help them build effective campaigns.
The state party should serve as a dependable partner throughout the election cycle, with clear processes for requesting assistance and coordinating resources.
Deliver Consistent, Effective Communications
Build on our communications and rapid-response work with a clear, recognizable Republican message centered on affordability, lower taxes, individual freedom, and the New Hampshire Advantage. Maintain regular contact with supporters, strengthen local committees’ ability to communicate, and connect our message to opportunities for action.
Protect New Hampshire’s First-in-the-Nation Primary
Continue the work to preserve New Hampshire’s Republican presidential primary and prepare the organization for 2028. Use the national attention surrounding the primary to recruit volunteers, engage donors, strengthen local committees, and build lasting relationships that benefit the party beyond primary day.
Measure Progress and Deliver Results
Establish measurable goals for fundraising, volunteer recruitment, training, candidate recruitment, voter contact, and turnout. Review the 2026 operation, carry forward what worked, and address weaknesses early.
Agenda 2028 is a commitment to build on the work already underway and make the NHGOP stronger with each election cycle. The goal is an organization prepared to compete, equipped to support its candidates, and accountable for results.
