The Postgraduate Program for Environmental Designers Contributing to Resilient Cities offers courses and research opportunities leading to Master’s and doctoral degrees, either in Civil and Environmental Engineering or Architecture and Building Engineering. This program aims to nurture young, exceptional talents who can contribute to creating a disaster-resilient built environment, considering the well-being of people, society, and the earth, as highly skilled engineers, architects, governmental officers, or researchers. We call such professionals Environmental Designers.
Applications from individuals from disaster-prone countries with marked economic growth are highly appreciated.
This Program is designed for either a Master's degree only or for both Master's and doctoral degrees (Integrated Doctoral Education Program). Depending on the applicant's career plan, either can be chosen. However, after the application is submitted, the choice cannot be changed.
If an applicant chooses to earn both a Master's and doctoral degree, this Program is considered a single, continuous course of study for both degrees. The study must commence at the Master's level at the Institute of Science Tokyo, even for applicants who have already earned a Master's degree from another institution. Termination of the study is only permitted with a Master's degree. This combined Master's and Doctoral program can be completed within three to five years.
Students who enrol in this Program belong to either the Department of Civil and Environmental Engineering or the Department of Architecture and Building Engineering at the Institute of Science Tokyo.

Since the degrees offered are based on research, finding an advisor is the first step of the application process.
Before sending the application to the Admission Division, the applicant must obtain the consent of a faculty member who agrees to become her/his academic advisor if she/he passes the entrance examination. To obtain consent, please contact the prospective advisor by sending the relevant information, including the study plan, at least one month before the official application deadline. The application cannot be made without a consent letter from the prospective advisor. To find a prospective advisor, please refer to the list mentioned above. In the selection process, in addition to reviewing the application documents, the applicant will be assessed through an interview.
Application period: From early September to late November (From September 10 to November 23 for the 2026 intake)
Deadline for obtaining a consent letter from a prospective academic advisor to have access to the online application system: Mid-November (November 16 for the 2026 intake)
Interview: In December or January
Notification of result: Early March

For the MEXT scholarship application, there are three essential documents apart from the required documents listed in the guide:

Recommendation Letter from the dean or equivalent official of the applicant's home university (To the President of the Institute of Science Tokyo. This must be issued by the university the applicant attended for full-time study.)

The MEXT scholarship is available only for the program for both Master's and doctoral degrees (Integrated Doctoral Education Program).
MEXT scholarship applicants, in principle, must be 34 years old or younger as of April 1 of the first year of the MEXT Scholarship period.
This Program offers a special curriculum. Under this program, students must also fulfil the Graduate Major completion requirements of their departments (degree completion requirements). For completion requirements of your Graduate Major, please refer to the Study Guides and Student Handbooks for the International Graduate Program.
