Sarah Warren’s journey began in Aspen, Colorado, a scenic mountain town known for its natural beauty and tight-knit community. Growing up in Aspen instilled in her a strong work ethic, a love of the outdoors, and a sense of determination that would later shape her career. As a student at Aspen High School, she excelled academically and was inducted into the National Honor Society, graduating in 2002.
An Academic Path with Purpose
After high school, Sarah traded the snowy slopes for the sunny climate of Orlando, Florida, where she attended Rollins College. She earned her Bachelor of Arts in English with a minor in Communications, graduating cum laude in 2006. Her time at Rollins was marked not only by academic achievement but also by active campus involvement. As a member of Kappa Kappa Gamma Sorority, she served in multiple leadership positions, including president, further developing her organizational and communication skills.
Driven to expand her horizons, Sarah pursued her Juris Doctor (J.D.) at Vanderbilt University Law School, graduating in 2010. During law school, she served as Associate Editor for the Environmental Journal. She participated in the International Law Practice Clinic, gaining hands-on legal experience that prepared her for a career in public finance and government advisory roles.
Upon graduating from Vanderbilt, Sarah chose a unique path, accepting a role at American Express in 2011 as a corporate account business development manager. She quickly excelled in the competitive environment, earning top-ranked rookie and top-tenured performance honors. This role gave her valuable insight into business development, client relationship management, and strategic growth—skills that would later complement her legal expertise.
In 2013, Sarah transitioned into the public sector, joining the Office of the General Counsel for the Florida Department of Economic Opportunity. In this role, she worked primarily in community planning and strategic business development, gaining a deep understanding of government regulations, policy-making, and inter-agency collaboration. The experience built a strong foundation for her eventual specialization in special districts and public finance law.
In 2014, Sarah Warren joined Hopping Green & Sams, P.A., a law firm well-known in Florida’s public finance sector. Rising to the role of shareholder within the Special District practice group, she represented real estate developers, community development districts, and other special-purpose governmental entities.
Her legal work included serving as Issuer’s Counsel for large-scale infrastructure projects, structuring the issuance of tax-exempt bonds, and advising on the acquisition and construction of public infrastructure such as roads, utilities, and stormwater systems. These projects were instrumental in supporting residential and mixed-use developments throughout Florida.
Sarah’s expertise extended to:
Bond Issuance – Advising state and local governments on financing strategies and compliance.
Special District Formation – Assisting in the establishment and governance of community development and stewardship districts.
Tax-Exempt Financing – Structuring transactions to support infrastructure needs while ensuring regulatory compliance.
Underwriter’s Counsel – Drafting offering documents and meeting securities law disclosure requirements.
Infrastructure Development Law – Guiding public bidding, contract negotiation, and construction oversight.
In January 2022, Sarah joined Bryant Miller Olive P.A. (BMO), a firm specializing in public finance law. There, she continued to serve local government clients, working on complex financing transactions and collaborating with financial institutions to achieve successful outcomes for public projects. Her role reinforced her reputation as a knowledgeable and trusted advisor in Florida’s infrastructure financing space.
Outside of her legal practice, Sarah has been actively involved in the Urban Land Institute (ULI). She has contributed to the Women’s Leadership Initiative, participated in the Young Leaders Group, and volunteered for the Urban Plan educational program, helping educate communities about urban development. She is also passionate about mentoring, sharing her expertise with professionals entering the fields of law, finance, and real estate development.
After more than a decade in law, Sarah decided to focus on independent business ventures. Together with her husband, Gabe, she now channels her legal, financial, and strategic skills into entrepreneurial projects. This career pivot reflects her adaptability, creative problem-solving abilities, and desire to create opportunities that align with both her business acumen and personal values.
Sarah’s love for horseback riding began when she was just six years old, eventually leading her to compete in the national horse show circuit. While at Rollins College, she co-founded the Rollins College Equestrian Team and served as president for two years. Today, she continues to ride for enjoyment and relaxation.
She also enjoys hiking, skiing, and other outdoor pursuits—a reflection of her Colorado upbringing. Her passion for reading and creative writing stems from her English background and has carried over into professional research and writing projects throughout her career.
From Aspen’s mountain trails to Florida’s legal and business circles, Sarah Warren has built a career marked by strategic vision, leadership, and dedication. Whether she was structuring multimillion-dollar infrastructure financing, guiding special districts through complex governance issues, or launching entrepreneurial ventures, Sarah’s work has been defined by a rare combination of legal precision, business insight, and personal passion.
