This Privacy Policy describes Our policies and procedures on the collection, use and disclosure of Your information when You use the Service and tells You about Your privacy rights and how the law protects You.

Purpose of the SafeApp: 

The Ministry of Women’s Affairs (MoWA) in Cambodia with the support of UNFPA have developed a SafeApp for the purpose of providing an accessible tool for sharing information about gender-based violence (GBV), available services and resources and services, and to link with urgent help such as the Helplines/Hotlines 1280 (Police National Helpline), 1288 (Child Helpline) and MoWA Helplines at the national and provincial levels.

The purpose of the SafeApp is to provide an accessible tool for sharing information on GBV, available services and resources among people in the community (women, men, community members), and to link them with lifesaving services in emergency cases through emergency numbers.   The Safe App does not extend beyond this purpose.

Data Privacy Policy

Understanding that there can be significant risks to users related to SafeApp in terms of data confidentiality, a data protection policy has been developed to respond to the key principles (safety, confidentiality, nondiscrimination, respect) in alignment with the UN Data Privacy, Ethics and Protection Guidance Note. This policy is also in line with the UNFPA Policy and Procedure on Personal Data Protection adapted from the UNICEF Policy on Personal Data Protection.

Types of Data Collected

Data Security: The data security principle of Privacy by Design has been applied ensuring that personal identifiable data is not collected, minimizing potential risks to privacy, and harm from use. Data access will be limited to authorized users, initially, during the Safe App development, and the assigned team at the MoWA. Access to data will be for the purpose of cumulating the data for reporting and access mechanisms will be on a “need to know '' basis. 

For electronically stored data, there will be systems in place including use of strong passwords, encryption, anti-virus programmes, firewalls, use of approved servers and cloud storage and regular back-ups.

Data Sharing: The basic demographic information collected for users that gave consent for their data to be collected when accessing the App will be aggregated periodically and analyzed by the Ministry of Women’s Affairs. The data will be provided in a report that shows only the summary total of the demographic data points collected on users. No information on individual users will be shared

Data Quality:  The quality of the data gathered is important to understanding use of the Safe App. Initially a consent procedure has been instituted to get consent prior to gathering demographic data such as province, age, sex, ethnicity, disability status, marital status, and employment.  During the management of the Safe App the quality of the data collected will be assessed and the consent procedure reviewed to ensure it is understood clearly. 

Informed Consent: The Safe App includes an informed consent process for data collected by the Safe App.  SafeApp users have control over the data they share with the SafeApp. No data will be collected without the user’s consent.

Data Transmitted: The data transfer will be totally under the secure connection (HTTPS) and all the credentials are completely encrypted and the mobile app will not capture any specific information that could be used to identify who the user of the app is.

The Safe App developers understand that its users may or may not want to share information about themselves. The privacy and safety of the user’s data is a priority.  There is no personal data collected by the SafeApp. This means that names, addresses, emails, telephone numbers, and specific locations will not be collected.  

There will be two ways that a user can enter the App. This can be anonymous (no data collected) or with collection of basic demographic information.
