Ending the use of "divisive concepts." While not using the term Critical Race Theory (CRT) it is implied that this order targeted CRT.
As an extension of EO 1, HB 781 prevents school systems and its employees (teachers) from instructing students on "divisive concepts." This directly restricts what teachers can and cannot teach in the classroom with arbitrary terms defining the boundaries.
It removes the term "divisive concepts", but still prevents teachers from teaching certain topics. It refines the boundaries of what a teacher can and cannot teach by focusing on two criteria: race and sex. While not as radical as HB 781, it still significantly restricts what can and cannot be taught in the classroom.
