Dr. Sachidananda Mishra (Sachi Mishra) is a Satellite Oceanographer affiliated with the National Centers for Coastal Ocean Science at NOAA, specializing in the intersection of Hyperspectral Ocean Color Remote Sensing and Deep Learning for Harmful Algal Bloom (HAB) detection and forecasting.
Over the past decade, his research has focused on developing scalable, multi-sensor frameworks for bloom detection across inland and coastal water bodies. By integrating ocean color data from sensors such as MERIS, Sentinel-3 OLCI, and MODIS, he has investigated long-term bloom dynamics by developing algorithms and bloom metrics to quantify the severity of cyanobacterial harmful algal blooms (cyanoHABs) in inland lakes. Leveraging cross-sensor data fusion techniques, he and his colleagues at NOAA have developed methods to intercalibrate MERIS and OLCI by using MODIS-Terra as a bridging sensor.
Dr. Mishra's previous work has focused on developing bio-optical algorithms, such as the Normalized Difference Chlorophyll Index (NDCI) (Mishra & Mishra, 2012), for quantifying chlorophyll concentration in optically complex waters and bio-optical inversion from remote sensing reflectance data to derive phycocyanin concentration using a quasi-analytical algorithm (qaa-pc) (Mishra et al., 2013).
Most recently, he has developed CyanNet - a science-informed deep learning model that models CIcyano, from Rayleigh-corrected surface reflectances (rho_s) observed by MODIS-Terra, that are consistent with CIcyano measured from MERIS and OLCI. Thus, CyanNet fills the observation gap between the Envisat-MERIS and Sentinel-3 OLCI missions and provides data continuity to observe CyanoHABs from 2000 to the present (Mishra et al. 2023).
Through interdisciplinary collaboration and methodological innovation, Dr. Mishra's research supports water resource management, public health protection, and climate-sensitive monitoring of aquatic ecosystems. By bridging satellite remote sensing, AI/ML, and predictive modeling, he aims to advance operational CyanoHAB detection that supports decision-making at regional and national scales. His peer-reviewed research contributions are available on his research page and thematic publication areas are available in the publications page.

Dr. Mishra's primary expertise lies in developing semi-quasi-analytical algorithms and neural network architectures for processing multisensor satellite imagery. Most recently, he developed CyanNet, a deep learning framework designed to monitor cyanobacteria blooms by bridging the data gap between the MERIS and OLCI sensors using MODIS-Terra data.

Dr. Mishra and his colleagues at NOAA expanded the reach of CyanNet to the U.S. Great Lakes region, generating a first-of-its-kind 25-year continuous time series (2000–2024) of bloom activity. This work provides researchers and policymakers with a high-fidelity historical record of water quality, even in the absence of specialized red-edge spectral bands.
