Every Zadet should leave the program with not only the technical knowledge to perform their duties but also the confidence to think critically, problem-solve in emergencies, and communicate with clarity. By fostering this growth, the DTO Program helps ensure that SACD as a whole is seen as a respected, high-functioning, and dependable communications division within the larger community. .

This mission is accomplished by identifying dispatchers with the skills, patience, and leadership qualities necessary to become trainers and entrusting them with the responsibility of mentoring Zadets. Through structured sit-alongs, constructive feedback, and ongoing evaluations, the DTO Program ensures that each trainee grows in confidence and skill. The ultimate mission is not simply to teach technical abilities, but to shape dispatchers who are resilient, calm under pressure, and capable of supporting law enforcement, fire, and EMS units in any situation.
