As a jurisdictionally trained attorney and master’s-level social worker, he integrates legal, clinical, and operational expertise to help organizations navigate regulatory complexity, mitigate risk, and strengthen sustainable, mission-driven performance. William’s leadership has been instrumental in guiding organizations through heightened regulatory oversight, system transformation, and compliance remediation. During his tenure at St. Vincent’s Services, Inc., where he served in progressive executive roles including Chief Executive Officer, he led enterprise-wide organizational realignment across child welfare and behavioral health programs with annual budgets exceeding $100 million. Most notably, he directed the Foster Care Department through a comprehensive Corrective Action Plan with the New York City Administration for Children’s Services (ACS), restoring regulatory compliance, stabilizing operations, strengthening governance, and rebuilding regulator confidence through performance accountability and quality improvement.
In Michigan, William has played a critical role in advancing trauma-informed, high-acuity residential and foster care services. As Chief Operating Officer and Chief Program Officer for Almost Home Michigan, and through executive oversight of CAO, CFO, North Point, and North Ridge Children’s Foster Group Homes, he led clinical, operational, and compliance strategy across multiple licensed programs serving youth with complex behavioral health and trauma histories. His leadership emphasized trauma-focused and evidence-informed treatment models, aligning clinical practice with state licensing, Medicaid requirements, and federal child welfare standards.
Under William’s direction, each licensed foster and residential home achieved and maintained Council on Accreditation (COA) accreditation, demonstrating adherence to nationally recognized standards for quality, safety, governance, and continuous improvement. He also led successful Michigan Department of Health and Human Services (MDHHS) credentialing for Qualified Residential Treatment Program (QRTP) designation, guiding organizations through intensive regulatory readiness, clinical model validation, policy development, documentation compliance, and audit preparedness. These efforts positioned programs to meet evolving federal and state child welfare mandates while ensuring continuity of care for vulnerable youth.
Currently, William serves as Director of Quality and Compliance at Judson Center, Inc., providing enterprise-wide quality assurance, corporate compliance, risk management, and performance improvement oversight across Integrated Health, Certified Community Behavioral Health Clinic (CCBHC) services, Autism programs, Foster Care, and Vocational and Supported Employment. Kathy Sabado is a Founding Member and Executive Leader of Sabado Quality & Compliance Solutions, serving as President, Chief Operating Officer, and Chief Financial Officer. She provides enterprise-level leadership across strategic operations, financial management, project management, and organizational infrastructure, ensuring that quality and compliance initiatives are supported by disciplined execution and sustainable operational systems. Her work is grounded in a commitment to operational excellence, accountability, and translating complex requirements into structured, actionable solutions.
With extensive experience supporting executive leadership in complex, high-volume, and deadline-driven environments, Kathy brings deep expertise in administrative and operational leadership, cross-functional and global team coordination, workflow optimization, and performance tracking. Through long-standing contract leadership roles supporting Ford Motor Company, she led global coordination efforts, managing end-to-end workflows for approximately 4,000 deliverables annually, supporting multiple managers and analyst teams, and ensuring consistent, high-quality execution across geographically distributed teams while meeting rigorous production and publication timelines.
In her executive role at Sabado Quality & Compliance Solutions, Kathy leads core business operations, including billing, invoicing, financial tracking, accounting coordination, and fiscal reporting, ensuring financial integrity, transparency, and sustainability. She serves as the firm’s Project Management Subject Matter Expert, aligning consulting engagements with defined scope, timelines, milestones, and deliverables, and designing scalable project management, tracking, and reporting systems that enhance efficiency, visibility, and organizational control.
Kathy has played a critical role in compliance remediation and corrective action initiatives, particularly within foster care, child welfare, and public-sector regulatory environments. She provided voluntary, pro bono operational and project management support in the development of the St. Vincent’s Services, Inc. Corrective Action Plan, assisting with the design of governance structures, review processes, tracking mechanisms, and project management frameworks to support oversight by the Administration for Children’s Services (ACS). Her work as an Operations and Compliance Subject Matter Expert contributed to measurable outcomes, including the successful removal of a foster care program from Corrective Action status within eight months.
