Abstract
The spread of COVID-19 has severely disrupted study abroad and international student exchange programs at universities. Many international students who were newly accepted by Japanese higher education institutions could not enter Japan in April, and many continuing international students who returned to their home countries during spring break have not been able to return to Japan yet. Most of the Japanese students who were studying abroad have returned to their home institutions, and all the other future planned study abroad programs have been canceled or postponed.
The total number of Japanese students studying abroad while enrolled at Japanese universities has increased significantly over the last decade. Looking at the breakdown, the number of students attending short-term programs for less than one month has grown steadily, while those students who participate on long term study abroad programs of six months or more have stagnated in recent years. Short-term study abroad has the effect of broadening students' horizons and providing a stepping stone to long-term study abroad. Nevertheless, we should also keep in mind the issue of social sustainability and the environmental impact of frequent air travel from study abroad. It is necessary to review internationalization measures which aim at the quantitative expansion of students studying abroad. We should also revisit fundamental questions such as "What is study abroad?" and "Why is study abroad important?" At the same time, we must also think about how to develop international education without actual physical cross-border mobility. At this conference seminar, I would like to discuss how we can restructure study abroad and international student exchange programs during and after COVID-19.

Profile:
Dr. Hiroshi Ota is a Professor at the Center for General Education at Hitotsubashi University, Tokyo, where he serves as the Director of the Hitotsubashi University Global Education Program. His research primarily focuses on higher education policies and practices related to internationalization and international student mobility from a comparative perspective. He has more than 120 publications in Japanese and English, including 6 book chapters published by Springer, Routledge, SAGE, and Multilingual Matters. Dr. Ota serves as a vice president of the Japan Association of International Student Education (JAISE) and a board member of the Research Consortium for the Sustainable Promotion of International Education (RECSIE). In addition, he has been a visiting scholar for the Japan Student Services Organization (JASSO), a government agency that supports and promotes international education. He has also served as a member on many selection and evaluation committees of international education and internationalization projects implemented by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan. Dr. Ota received his Ed.M. in 2001 and Ph.D. in Social Foundations of Education (Comparative and Global Studies in Education) in 2008 from the State University of New York at Buffalo. He was also awarded a Fulbright Scholarship to study international education administration in the U.S. in 1996.

COVID-19の感染拡大で大学の海外留学と国際学生交流は大きな打撃を受けた。4月入学の外国人留学生の多くが来日できず、前年度から継続している留学生も春期休暇に帰国し、日本に戻れていない場合が多い。海外留学中の日本人学生もほとんどが帰国し、留学予定の場合は中止や延期となっている。
日本の大学在学中に海外に留学する学生は過去10年の間に大きく増加したが、内訳を見ると、1ヵ月未満の留学が年々増えているのに対し、6ヵ月以上の留学は近年停滞している。短期留学には学生の視野を広げる、長期留学へのステップになると言った効果がある。しかし、社会の持続可能性を考えれば、航空機による頻繁な渡航の環境への影響も無視できない。海外留学の量的拡大を目標とする国際化推進策は見直しが不可避であり、「留学とは何か」「留学の意義は何か」が改めて問われている。物理的な国際移動を伴わない国際教育の開発も求められている。このセミナーでは、COVID-19の影響下で海外留学と国際学生交流をどう再構築するかについて議論したい。

略歴
福岡県出身。学校法人東洋大学で職員として10余年勤務。ニューヨーク州立大学バッファロー校 教育学大学院 教育政策研究科 修士課程および博士課程修了(Ph. D.取得)。ニューヨーク州立大学バッファロー校では、在学中に国際教育部で職員としても勤務。一橋大学商学部専任講師(留学生専門教育教員)、同大学国際戦略本部准教授、同大学国際教育センター教授を経て2018年より現職。2013年より留学生教育学会副会長。専門は比較・国際教育学、高等教育国際化論。文部科学省、日本学術振興会、日本学生支援機構、広島県庁などで高等教育の国際化・グローバル化、外国人留学生や海外留学関連事業に関するに審議会委員、アドバイザー、客員研究員、専門委員などを歴任。主要著書に「日本の海外留学促進政策の変遷」、「留学による意識と能力の変化~学部留学のインパクト~」(横田雅弘・太田浩・新見有紀子編 『海外留学がキャリアと人生に与えるインパクト: 大規模調査による留学の効果測定』学文社,2018年)、「日本の外国人留学生受入れ政策とポスト30万人計画に向けた課題」(『異文化間教育』,2020年)など多数。
