This verse from the Sri Rudram in the Yajurveda offers a series of salutations to Lord Rudra (Shiva), acknowledging his presence in various natural phenomena and his control over them. The devotee salutes Rudra as the one associated with wells and springs (kūpyāya) and with rivers or flowing waters (āvaṭyāya), recognizing his presence in sources of water. The verse also honors him as the one who resides in the woods (vīdhryāya) and in scorching heat or dry places (ātapyāya), acknowledging his control over both fertile and barren lands. Rudra is further saluted as the one present in the clouds (meghyāya) and in lightning (vidyutyāya), symbolizing his connection with the forces of the sky. Lastly, the verse pays respect to Rudra as the one who controls the rain (varṣyāya) and the absence of rain (avarṣyāya), highlighting his influence over both abundance and drought.
