Additionally, PennDOT has certified third-party businesses to administer the skills test for a market-driven fee. All third-party examiners (PDF) are PennDOT-certified and the test is identical to the test that you would take at a PennDOT driver license center. 


Before the test begins, a driver license examiner will check to see that your vehicle has a valid registration card, current insurance, valid state inspection sticker and, if required, a valid emissions sticker. The lights, horn, brakes, windshield wipers, turn signals, mirrors, doors, seats, and tires on your vehicle will also be checked to make certain they operate properly and meet safety standards. The examiner will be your only passenger during the road test. When the road test begins, you will be told where to drive and what maneuvers to make. Close attention will be paid to the way you approach and obey warning signs, stop signs, and traffic lights. The examiner will note how you control your vehicle, use turn signals to communicate with other drivers, or use any other vehicle controls that may become necessary during the test.

If you are under the age of 18 and fail the road test, Pennsylvania law requires you to wait seven days before you can retake the road test. This delay in retaking the test will give you time to practice and to improve your driving skills. You have three chances with each learner's permit to pass the road test before the expiration date of the learner's permit. After the third failure, you must reapply to extend your learner's permit.

Your eyes will be tested using a mechanical device. The minimum acceptable vision is 20/60 in one eye, with or without corrective lenses, and a field of vision of, at least, 140-degrees. Upon failure of the field vision exam the applicant will be required to have a Vision Report Form (DS-MR-274) . The form must be completed by a licensed optometrist or ophthalmologist.

Note:

If you use a rental vehicle for the test, the person taking the driving test must be listed on the rental agreement as an authorized driver. You must show proof that the rental vehicle is covered by liability insurance either by accepting the liability damage waiver when you rent the vehicle or by showing proof that your personal auto liability insurance covers rental vehicles. NO additional passengers will be allowed in the vehicle during the driving test.

New drivers earn their driver's license by completing the written exam, vision screening and the road test.  Anyone applying for a first license, or anyone changing their license classification must take the exams, but the written test and road test may be waived if you currently hold a valid out-of-State license. Any adult who has held a Learner Permit for 30 days and completed a Driver Education course from a public, private, or a commercial driver education school, is also eligible to take the drive test from a certified designated examiner for a fee of $25.00.

If you have never held a regular driver's license in any state, you must complete a Traffic Law and Substance Abuse Education (First Time Driver) course before applying for a driving permit in the State of Florida. Limited License: Obtaining a Limited License (Work Permit) may require that you pay fees and take the appropriate tests, complete an application for a new license and speak to an evaluator.
