This deck attacks with Exeggutor δ and Raichu δ, two Stage 1 Pokémon that can get set up quickly. Both of these Pokémon have attacks that can spread damage to the Bench, or burst down the Defending Pokémon if it comes down to a slugfest.
As none of the Pokémon in this deck have Powers or are ex's, this deck can play 4 Cessation Crystal with impunity, shutting down opposing Powers/Bodies. Cursed Stone further punishes opposing Power-havers.
Lead with Holon's Castform. Play Holon Mentor, put down a bunch of δ Basics, and use Delta Draw to replenish your hand. This step is pretty important, as Holon Mentor makes you go up +3 on board but -2 in hand, so unless the remaining cards in your hand are straight gas, you will need Delta Draw to continue setting up. Delta Drawing can also tempt your opponent into playing Rocket's Admin. early, which removes 1 card you have to worry about late-game.
Play any Stage 1s that you draw into, and prepare Energy on them for the attack, but try to use spread damage attacks (or continue Delta Drawing) early instead of going for the throat with Delta Circle and Metallic Thunder. This deck leans pretty heavily on Scramble Energy, so you want to avoid taking early Prizes unless you're under a lot of pressure, or can close the game out very quickly.
Zzzap is your cheapest spread damage attack, but things can get awkward if your opponent doesn't have any targets for it. Your only other spread damage attack is Split Bomb, which costs a hefty 3 Energy. You can play defensively and continue Delta Drawing to improve your position, then hit back with a Scramble-fueled Split Bomb if the opponent's attacker is not too threatening, or Metallic Thunder if it is.
If your opponent sends out a high-HP Pokémon, your job is a little easier, as you can attach Double Rainbow Energy onto Exeggutor δ and hit it with Delta Circle to wear it down without KOing it. You may have to sacrifice Exeggutor, but it's only 3 cards (Exeggcute + Exeggutor + DRE), and you get to use Scramble Energy on the counterattack.
If you're running low on cards, or are about to have Scramble Energy turned off, you can return to the early-game strat of putting a Holon's Castform in front and Delta Drawing until your opponent takes another Prize.
Raichu δ has 0 Retreat Cost. Flavor-wise, it doesn't seem like it, since Raichu is not a super light Pokémon, but it is what it is, so you have a good pivot. If you don't start with Holon's Castform, Pikachu δ is your next best option, since you can evolve to Raichu and retreat for free to Holon's Castform if necessary.
Double Rainbow Energy nonbos with Split Bomb and Zzzap: it reduces damage done by those attacks to all opposing Pokémon, so Split Bomb will only do 2*20 and Zzzap will do 10 to each. Usually you don't want to attach DRE to Raichu δ unless you're ready to Metallic Thunder, as Zzzap only costs {C} and can be paid for even with an inactive Scramble. With Exeggutor δ, you could use any Energy + DRE to Split Bomb for 20 first, then attach Holon's Castform returning DRE and Split Bomb for 30, which is enough to KO a 50 HP Basic.
Raichu δ's Metallic Thunder's discard is a may, not a must (unlike for example Arcanine ex's Flame Swirl). If you can KO the Defending Pokémon with 50+90 damage (or 40+80, after DRE's penalty), you don't have to discard on the first attack.
Using Scramble Energy to pay for and discard to Metallic Thunder for a KO while down 1 Prize is pretty satisfying. The Scramble is going to be turned off after the KO anyway.
Attaching Holon's Castform to Raichu δ and returning Metal Energy causes you to lose the -10 damage taken buff from Metal Energy. (It's fine to return a Metal Energy attached to Exeggutor δ, since it isn't Metal-type and thus doesn't get the buff.)
If you need Basics to boost Exeggutor δ's Delta Circle in the late-game, Pokémon Retriever shuffling three δ Basics back followed by Holon Mentor to search them out can get the job done. Retriever by itself only gets 1 Basic back, and there may not be enough targets remaining in the deck for Mentor alone.
Since you have Metal Energy, you can play Holon's Magnemite as a last-ditch attacker to snipe something for 10 for the final Prize. I've never done this (or maybe I've had the opportunity to, but missed lethal); usually you'll play Holon's Magnemite early as Energy, whatever it's attached to gets KOed, and Holon's Magnemite goes to the discard.
Fewer Holon's Castform and Holon Mentor: Some builds use 2 of each. I prefer 4 Holon's Castform, because it's your ideal starter and maxing out on it means you start with it more often.
Heal Energy over Metal Energy: Heal cures Special Conditions. It also lets Exeggutor δ survive two 40 damage attacks, whereas Metal does the same but for Raichu δ instead. Metal on Raichu is better against repeated, low-damage Bench attacks.
Desert Ruins: Replaces some copies of Cursed Stone, if you want to punish ex's over Powers.
Holon Researcher: Adds an Evolution-searching effect to the Holon Transceiver toolbox.
Ancient Technical Machine [Rock]: You can spread a bunch of damage around, then ATM them to reduce their max HP for the KO.
Pichu δ: This gets back a Scramble or Double Rainbow Energy, and can evolve into Pikachu once it's done.
This deck is very reliable at getting out a Stage 1 with Cessation Crystal equipped. You play two 4-4 lines and the maximum 4 Cessation Crystal.
Your attackers don't require all that much resources, although they are somewhat reliant on other conditions (large Bench, down Prizes) to get going. They are Stage 1s and can use highly damaging attacks with a single Energy card attached (Double Rainbow Energy for Exeggutor δ's Delta Circle and Scramble Energy for Raichu δ's Metallic Thunder). It's also pretty easy to rebuild an attacker, since Pokémon Retriever can get a Stage 1 or Holon's Castform from the discard, and you play two Retrievers.
Being able to avoid taking Prizes by spreading damage around instead of focusing fire on the Defending Pokémon keeps them off Pow (which disables Cessation Crystal) and Scramble Energy.
This deck is very good at punishing Powers, with Cessation Crystal to shut them off, and Raichu δ and Cursed Stone to spread damage onto Power-havers for cheap. You have more Cessation Crystals and Cursed Stones than they have Windstorms, so as long as you don't run straight into a 2-for-1, you'll eventually exhaust their Windstorms and get a hate piece to stick.
This deck is fairly good against Rayquaza ex δ decks, since your attackers win the damage race against it, cost a similar amount of resources to set up (1 Basic + 1 Evolution + 1 Energy card vs 1 Rayquaza ex δ + 2 Energy cards), but only give up 1 Prize to its 2 when KOed. Exeggutor δ survives Sky-high Claws if it has not taken any prior damage, as does Raichu δ if it has Metal Energy attached.
Crystal Beach is extremely detrimental to this deck, as it runs 12 Energy that are affected, and can be easily color screwed off Metallic Thunder (with only 4 Metal Energy in the deck) and Split Bomb (literally unusable while Crystal Beach is in play). Know which decks play Crystal Beach: usually the "turn 2" decks and Rayler have it. Don't play less than 4 Stadiums total, and don't play or discard Stadiums (to Holon Supporters) early if you need them to remove opposing Crystal Beaches.
Both your attackers are Stage 1s and top out at 80 HP, so any Pokémon that can do 80 damage in one hit is going to score 1HKO after 1HKO on you. A fast Flygon ex δ will spell death, as it meets the 80 damage benchmark, and can chip Basics on your Bench as well. Machamp also reaches 80 damage easily, and even Derail 1HKOs Raichu δ and Holon's Castform due to Weakness. If Derail hits Exeggutor δ instead, the other weakness of the deck is exposed: it plays no basic Energy, so the Machamp user gets to remove any Energy of their choice.
Exeggutor δ's Delta Circle runs out of steam in long games where you end up losing a lot of Pokémon. Giant Stump also caps its damage at 50.
