DR. Nicole Bella

Senior Education Specialist, Head of the Education Programme 

Demographer and statistician with solid expertise in the fields of demography, education and more broadly of monitoring, evaluation and policy analysis (Diploma of Expert demographer and a PhD in demography and population policies). Before she joined the UNESCO Office for the Caribbean in June 2022 where she leads the Education sector programme, Nicole Bella has been working on global education issues for more than twenty years at both national and international levels. After years of research as demographer at the French national institute of demographic studies (INED), she has undertaken international technical assistance consultancy activities with various international organizations, including UNESCO, IIEP and The Future Group International, a Washington DC-based consultancy group before she joined UNESCO in October 1998.

Between 1998 and 2000 she participated in the preparation of the regional and global assessment of Education for All in 2000 and went on to be one of the founding members of the Education for All (EFA) Global Monitoring Report (GMR) team in 2002. For many years she has been the team key statistician, chiefly responsible for the data management and quality control as well as the development of the statistical annex tables of the Report. She is one of the UNESCO gender focal points and leading the work on gender in the GEM Report's team. She has been working since 2015 to improve the measurement and monitoring of gender equality beyond parity in close collaboration and partnership with academics at the Institution of Education (University College of London) and UNGEI.
