The objective of creating an Index is to determine a method to identify the performance of any BLO in the network. Performance relates to:

• The ability of location to respond to an instance of TOC
• The level of risk associated with a geographic location
• Risks related to multiple TOC types

To create the index ROSEAP has been testing variables and consulting with counterparts. To ensure we've considered the views of all relevant stakeholders, BM Team has done the following :

• Between June 2017 and January 2018 we held multiple events with the BLO Network in Vietnam, Laos, Cambodia. Soon we will host similar events in Thailand and Myanmar.
• We hosted in-depth discussions with the US Government (INL) and the Australian Government (DIBP) on methodologies to measure performance. We are looking for inputs from Canada and Japan.
• We've reviewed other indexes by USAID, ILO, IOM to find good ideas and concepts.

In all cases we need to ensure we can create an index that produces meaningful results and that does not extend beyond our ability to collect variables and information.
