QGIS is a powerful GIS (geographic information system) program, and is free & open source. Refer to https://www.qgis.org/
Due to QGIS' rich set of features, it is extremely capable, and can do a lot more than what we need for rogaine map making. However it isn't dedicated for orienteering style map making like OCAD or OpenOrienteering Mapper, and does not have in-built orienteering map styles like these other options do.
