Rev. Frances Hubbard & 1st Gentleman, John Hubbard

Rev. Frances Hubbard, affectionately known as "Pastor Hubbard," is a native of Elbert County, Georgia, and a graduate of Blackwell Memorial High School. Her Christian journey began at an early age when she joined White's Chapel C.M.E. Church, where she faithfully served in various capacities and developed a deep love for Christ, the Church, and Christian ministry.

Rev. Hubbard is married to Mr. John H. Hubbard. Together, they are the proud parents of one daughter, Ms. Tammie Hubbard, and are blessed with one grandchild, Mr. Adam Hubbard.

A graduate of the University of Georgia, Rev. Hubbard has been preaching, teaching, and ministering the Gospel of Jesus Christ for more than 25 years. She furthered her theological education through the Phillips School of Theology at the Interdenominational Theological Center in Atlanta, Georgia. During her professional career, she also served for five years as a chaplain at Pilgrim’s Pride, providing spiritual guidance, encouragement, and compassionate care.

In 2001, Rev. Hubbard was appointed to shepherd the congregation of Rock Springs C.M.E. Church, where she faithfully served as pastor for ten years. Her first tenure was marked by spiritual growth, dedicated leadership, and a renewed emphasis on ministry across generations.

Under her leadership, numerous improvements were made to the church and its grounds, including renovations to the interior and exterior of the sanctuary, new carpeting, padded pews, painting, and improvements to the church steeple. Her tenure also saw the establishment of the Rock Springs Church Park, providing a lasting space for fellowship, recreation, and community ministry.

Rev. Hubbard also placed a strong emphasis on the spiritual development and involvement of the church’s children and young people. During her pastorate, the Junior Usher Board was established, and the Board of Christian Education and Youth Department were reestablished, strengthening opportunities for young people to participate actively in the worship, ministry, and life of the church.

Following ten years of faithful service at Rock Springs, Rev. Hubbard was appointed to serve Shiloh C.M.E. Church of Elberton, formerly known as Pleasant Home C.M.E. Church. There, she continued her pastoral ministry for another ten years before retiring from active pastoral service.

But God was not finished with her ministry.

In 2026, at the close of the 157th Session of the Georgia North Region Annual Conference, Rev. Hubbard answered the call once again, coming out of retirement to return as pastor of Rock Springs C.M.E. Church—the congregation she had faithfully shepherded years before.

Her return to Rock Springs represents more than another pastoral appointment; it is a homecoming. It is a continuation of a ministry deeply woven into the history, heart, and spiritual life of this congregation. She returns to a place where seeds of faith were planted, ministries were strengthened, young people were encouraged, and countless memories were made.

With a heart for service, a passion for God’s Word, and a legacy of leadership, Pastor Hubbard continues to guide the flock with wisdom, humility, and Christ-like compassion. As she begins this new chapter of ministry at Rock Springs, we give thanks for what God has already accomplished through her life and leadership, while looking forward with great expectation to all that He has yet to do.
