TheProvincial Partnership Dialogue (PPD) is a partnership mechanism introduced to implement at the sub-national level based on the Development Cooperation Partnership Strategy (2019-2023) produced by the royal government of Cambodia. Its objective is “to promote a participatory approach and improve the quality of public services at the sub-national level.” It is also identified as an importantexisting framework to facilitate the relationship between the government and CSOs at the provincial level. Both NGO Networks and provincial governments recognize the importance value of the PPD and are interested in making it more inclusive and effective in line with its objective.
According to the law on the municipal, provincial, district/city, and commune/sangkath administrative management and sub-degree on roles and responsibilities of municipal, provincial, and district/city councils, it is stated the PPD shall be conducted in quarter 4 of each year. Therefore, it is time for Ratanakiri NGOs Network (RRN) and the provincial government to organize the PPD for the purpose of building good cooperation and collaboration between CSOs and the provincial government line agencies and developing participatory intervention actions for solving challenges towards Natural Resources Management (NRM), Health, Education, and Inclusive Development that are sectors of the RNN.
Ratanakiri NGOs network called “RNN” was established since 2006 by all local NGOs and International NGOs are working in the province.
Vision:
RNN envisions that all NGO association network in Ratanakiri contribute to the effectiveness and equality development in the country so that people enjoy with the inclusive development in Cambodia.
Mission:
RNN is mandated to strengthen provincial NGOs for inclusive development through building trust with local government or CSO, provide support to connect NGO target with stakeholders, enhance the capacity of members and provide best practice, increase the close relationship with the NGO community and stakeholders such as the Provincial Government, local authorities, and the private sector and coordinate fund-raising opportunities for members.
RNN is divided into three different sectors that including Natural Resources Management (NRM) sector, the Education sector, and the Health sector.

22 Representatives, 3 females from RNN member organizations attended, including NGOs working in the Natural Resource Management (NRM), Health, and Education sectors.
Mr. Pisey welcomed all participants and appreciated their continued collaboration within the RNN network. He highlighted the purpose of the quarterly meeting—to review progress, discuss emerging issues, and strengthen coordination among RNN members. He encouraged active participation and cross-sector collaboration for inclusive development in Ratanakiri.

Members shared updates on their organizational activities, including progress in implementing projects under NRM, Education, and Health sectors. Common challenges included limited funding for community-based initiatives, coordination gaps with local authorities, and the need for capacity building on climate change adaptation and DRR (Disaster Risk Reduction).
- CARE shared about the Rapid Assessment of Flood in Lumohat and Kounmom districts with input from participants on finding. It is important information for NGOs working in these two districts for their intervention.
- UWS shared about questionnaires on education which aim to enable collaborative practice on education sector.
- FFI shared about upcoming training on wildlife conservation and protection which may interest for some NGOs.
