Gideon Morhenn, as City Council candidate for Mirror Park in East Los Santos is proud to create alongside the funding of Right Way USA, the Land Act Reservoir Recreation and Conservation Act, otherwise known as Tataviam Shores Act. This bill aims to revitalize the underused areas around the Land Act Dam and Reservoir, creating a valuable public resource for our community.
The Land Act Dam, just a short drive northeast of our beautiful Mirror Park Lake, was supposed to be a staple that's a largely inaccessible, underused, and forgotten piece of East Los Santos. Residents have long expressed frustration with the underfunded and underused Dam and the limited recreational options in our area our neighborhoods boast scenic views of the reservoir, yet we can't fully enjoy them. This bill will create jobs through construction and tourism, boost local businesses, and provide free, healthy outdoor spaces for families, reducing urban stress in our densely populated district.
Land Act Dam is the primary drinking water source for all of Los Santos. By controlling releases, it plays a critical role in upstream flood prevention and in regulating flow into the lower river system. This infrastructure is essential for managing heavy rainfall in our mountainous region and preventing devastating floods in East LS neighborhoods such as Mirror Park, East Vinewood, and Murrieta Heights.
Environmental Protections: The Land Act Dam, sourced from the Tataviam Mountains, provides clean water. The Act will ensure regular water quality monitoring, habitat restoration in the foothills, and strict enforcement of anti-littering laws to protect this resource. It also encourages green energy initiatives, such as solar-powered facilities on-site.
Expand monitoring programs for the reservoir to ensure clean drinking water, including anti-pollution measures and habitat restoration around the shores.
Safety and Infrastructure Upgrades: Fund structural assessments and minor upgrades to the dam to improve flood prevention, addressing past concerns stemming from incidents such as the 2023 dam fire, which led to evacuations in Mirror Park. Include emergency response drills coordinated with LSFD and LSPD.
Fund regular dam inspections, upgrades to release mechanisms, and early-warning systems to safeguard downstream communities from flash floods—especially vital as climate patterns bring more intense storms.
Eco-Tourism and Education: Develop guided tours highlighting the dam's engineering, hydroelectric potential (with feasibility studies for small-scale green energy), and its role in the city's water lifecycle.
The system doesn't stop at the dam, the controlled releases flow into the LS Flood Control channel, the concreted main canal which merges with secondary drains and directs stormwater safely to the ocean. The broader LS Storm Drain network, including smaller canals, handles urban runoff and prevents street flooding across the city.
Integrated Cleanup and Beautification: Allocate funds for debris removal, graffiti eradication, and green landscaping along accessible sections of the canal and drains. These improvements will transform eyesores into community assets and enhance water flow.
Multi-Use Pathways: Develop safe walking and biking trails along upper canal sections near Mirror Park, connecting to reservoir recreation areas to create a seamless "Tataviam Shores to City" green corridor.
Stormwater Management Upgrades: Invest in modern filters and retention basins to reduce pollution entering the drains, protect our beaches, and promote sustainable urban drainage.
