William was born on March 26, 1871 in Hopewell, Bedford, Pennsylvania to Thomas R Ramage and Mary Ann Miller Ramage. He was the third of seven children born to his parents. The Golden and Ramage families lived very close to each other and attended the same church, Progressive Brethren Church in Yellow Creek Township (now known as St. Paul's Church of Christ). Two of William's sisters (Ruth and Margaret) married his wife Lucy's brothers (Howard and Martin).

William married Lucy Golden June 28, 1898 at his home in Hopewell, Bedford, Pennsylvania. The Reverend Eugene H Smith officiated. William was 27 and Lucy was 21. William's occupation was listed as a coal miner on the application for the marriage license.
