The Research Group on Responsible Autonomous Weapons (RGRAW) is an interdisciplinary research initiative dedicated to exploring the ethical, legal, and governance challenges arising from the development and deployment of autonomous weapon systems (AWS). Building upon the research project “Global Governance of Lethal Autonomous Weapon Systems with Artificial Moral Agency,” supported by Japan's Grants-in-Aid for Scientific Research (KAKENHI), RGRAW seeks to advance international dialogue on responsible military applications of artificial intelligence and robotics.

A central focus of RGRAW is the emerging concept of Artificial Moral Agency (AMA) and its implications for international humanitarian law, human control, and the responsibility gap in autonomous decision-making. By integrating perspectives from law, AI ethics, robotics, and international security, RGRAW aims to develop innovative governance frameworks that address the limitations of existing legal and ethical approaches.

Through collaborative research, international workshops, and interdisciplinary dialogue, RGRAW strives to promote responsible innovation and contribute to the development of future international norms governing autonomous weapons.

「責任ある自律型兵器に関する研究グループ（RGRAW）」は、自律型兵器システム（AWS）の開発と配備に伴う倫理的、法的、およびガバナンス上の課題を探求する、学際的な研究イニシアティブです。日本の科学研究費助成事業（科研費）の支援を受けた研究プロジェクト「人工的道徳主体性（Artificial Moral Agency）を有する致死的な自律型兵器システムの国際ガバナンス」を基盤とし、RGRAWは、人工知能（AI）やロボット工学の軍事利用における「責任あるあり方」をめぐる国際的な対話の推進を目指しています。RGRAWの主要な焦点は、「人工的道徳主体性（Artificial Moral Agency: AMA）」という新たな概念と、それが国際人道法、人間による制御、そして自律的な意思決定における「責任の空白（responsibility gap）」にどのような影響を及ぼすかという点にあります。法学、AI倫理学、ロボット工学、国際安全保障といった分野の視点を統合することで、RGRAWは、既存の法的・倫理的アプローチの限界を克服するような、革新的なガバナンスの枠組みの構築を目指しています。RGRAWは、共同研究、国際ワークショップ、学際的な対話を通じて、責任あるイノベーションを促進し、自律型兵器を規律する将来の国際規範の形成に貢献することを目指しています。
