Please do not call the office or leave voice mail messages about medication issues. Those messages should be left for Dr. Frank at 703-550-6850 or discussed during an appointment. Please only call Dr. Frank’s cell phone for urgent matters that require immediate attention.
There is a charge for missed appointments, and for appointments not canceled at least 2 business days in advance with few exceptions. This policy is necessary to minimize vacant time slots that could have been used to treat other urgent cases.
For imminent life threatening situations, do not hesitate to go directly to the nearest emergency room, or call 911.
For current patients: in a crisis, please call Dr. Frank's cell phone. Instructions are on Dr. Frank’s voice mail recording at 703-550-6850 for reaching him via cell phone, or there will be a phone number for another on-call psychiatrist on the recording if Dr. Frank is out of town.

New patient appointments are limited in availability. It is up to the patient to determine if their insurance will cover the diagnostic and follow up visits.
Dr. Frank only accepts adult new patients who consent to treatment. He does not normally do one-time forensic or competency evaluations, nor does he routinely perform psychotherapy.
Psychiatric Evaluation and Assessment: The initial visit with Dr. Frank is a diagnostic evaluation during which Dr. Frank will assess the problem you are seeking treatment for. During the initial visit, Dr. Frank will recommend a treatment plan and may prescribe medication. Appropriate medication administration is essential to achieve success in the treatment of many psychiatric disorders. Often psychotherapy in conjunction with medication is required for the most effective treatment. Dr. Frank can recommend therapists depending on your evaluated condition.
Pharmacological Management: A significant aspect of patient care is the in-depth management of psychopharmacologic agents, which are potent medications with potential for serious side effects. A crucial part of treatment includes follow up visits during which Dr. Frank will verify the effectiveness of or modify medications. Patient compliance with medication administration will significantly improve response rates. Frequency of medication management visits depends on the underlying condition and the medication administered.
In order to most effectively utilize the time during appointments, before the visit you may want to write down questions and issues you wish to discuss. It is also very important for you to provide Dr. Frank with a list of all medications you take and to let him know when your other doctors add, stop, or change a medication.
For medication refills, please ask your pharmacy to submit an E-prescribing request to Dr. Frank. They should have his National Provider ID (NPI) in their system; Dr Frank's NPI is 1982614822.
Written scripts can be mailed to you upon request. Please ask Dr. Frank during an appointment or fill in the Medication Refill Request form.
Dr. Frank will not authorize refills for patients who are non-compliant with the recommended appointment follow up.
For medication prior authorization requests please ask your insurance company to fax their PA Form to 703-351-1322.
Dr. Frank will return the prior authorization form to the insurance company within 1-2 business days.
If they tell you they do not have such a form and that it needs to be done on their website or on the phone, call back and get another representative on the line; all companies have a simple form that can be faxed to the office. Completing an online form involves registration for each different insurance plan website plus significant data entry and phone authorizations often involve long wait times, so it may take several business days to schedule time to complete online or phone authorizations.
If your insurance company decides not to cover your medications, there is nothing Dr. Frank can do to change that. It is truly unfortunate that certain insurance companies are now taking it upon themselves to decide what is the best treatment for you and have simply made the decision not to cover many superb medications. Dr. Frank will not be able to simply change your medication without first discussing options with you, so please schedule a follow-up appointment. Dr. Frank will work with you to figure out what is the best option for you.
Insurance companies often handle mental health outpatient coverage very differently than coverage of other medical office visits. We recommend that you call your insurance company to verify your deductible and co-pay responsibilities and to find out details on what will or won't be covered.
It is your responsibility to understand and verify your insurance coverage, any need for visit or medication pre-authorizations, limits on the number of visits within a calendar year, allowed providers, and the amount of your deductible and specialist co-payment. We have a billing office that will file an insurance claim on your behalf, but our office cannot accept responsibility for assuring your insurance company will pay the claim. Professional services are rendered to the patient and therefore charged to the patient, not to the insurance company.

Dr. Frank is a Board Certified Psychiatrist who specializes in assessing psychiatric disorders and keeping abreast of the most recent advances in psychopharmacology. Whether symptoms evolve from environmental circumstances, underlying genetic susceptibilities, or neurochemical dysregulation, they may be amenable to and effectively treated by medication.
Randolph graduated from Vanderbilt University and then obtained his medical degree from Georgetown University School of Medicine. He completed his residency and a fellowship at the University of Virginia. He is a Fellow of the American Psychiatric Association.
The content of all sessions is strictly confidential, and will not be released or discussed without your knowledge or consent. There are only a few exceptions: (1) when there is a danger to yourself or others; (2) communication of information required by your insurance company; (3) communication between Dr. Frank and another clinician if they are handling your case jointly.
