RA 11646 mandates the development of microgrid systems in unserved and underserved areas across the Philippines -- aligned with the policy of the State to pursue sustainable rural development and poverty reduction through energy access for all; accelerate total electrification and ensure the provision of quality, reliable, and secure electricity service in unserved and underserved areas; and to promote private sector participation, among others. A local government unit, private company or people's enterprise that meets the requirements set under this Act and by the designated agencies can be considered as a microgrid system provider (MGSP). With the Authority to Operate from the Energy Regulatory Commission, an MGSP may then provide integrated power generation and distribution services in unserved areas identified by the distribution utility, and unserved and underserved areas declared by the Department of Energy after the conduct of Competitive Selection Process.

Negros Oriental Provincial Ordinance No. 30 s. 2021. Clean and Renewable Energy Code of Negros Oriental. The ordinance prohibits the construction of all fossil fuel power plants and commits to phase out the use of fossil fuels in accordance to the 1.5-degree Celsius goal of the Paris Agreement. It also provides incentives for clean energy investors and encourages companies to avail the government’s Green Energy Option Program (GEOP) which allows power consumers with a monthly consumption of at least 100 kW to get electricity from a renewable energy source. The code also encourages RE developers to create a tourism component in their project and require all tourism-related business to participate in GEOP. It also prioritizes RE projects in land-use and provides that all carbon credits earned by RE developers will be shared equally with the province and host local government.

Ordinance Enjoining the Promotion, Development, Utilization, and Commercialization of Renewable Energy Resources in the Municipality of Culion, Palawan. Filed: November 25, 2019. The Municipality of Culion is a temperate, 3rd class municipality in Palawan with a population of around 20,000 people according to the 2015 national census. In order to attain 80% electrification in their municipality for 2022, it is desired by their LGU to encourage the development and utilization of renewable energy resources in the municipality of Culion. This will be done through this ordinance by acquiring technical expertise in RE, and generating private sector investment by developing an RE-friendly Local Investment and Business Policies. The Implementation of this ordinance will include the establishment of The Renewable Energy Expert Group (REEG) composed of technical personnel, headed by the municipal mayor, for the implementation of Local RE Plan. This ordinance will also give tax incentives for solar PV installations for both public and private institutions, provide guidance for micro-grid development for far flung areas in their municipalities, provide one RE project per barangay by 2040, and integration of RE in the local development and investment plants to support the 100% electrification of the municipality

Filed: 2017. In October 2017, The Board of Investments (BOI) approved four renewable energy projects worth P35.4 Billion with tax incentives. One of the project is the 50.4 MW Talisay Wind Power Project, covering 162 hectares of land in Labo, Vinzons, and Talisay encompassing the Province of Camarines Norte and the Province of Rizal. Through the Resolution No. 2017-091, the Municipality of Binangonan, Rizal endorsed the project and awaited final approval from the Energy Regulatory Commission (ERC). This wind power project promised a P3.5 kWh at 150 MW, which is lower than the previous P8.53 Feed in Tariff (FIT) for wind energy on the grid.

An Ordinance for the Installation of Electric Vehicle Charging and Power Bank Station at the Quezon City Hall Compound, the Energy Source from Alternative Sources of Energy Such As, But Not Limited to, Solar Energy. This Circular issued on 20 April 2023 defines energy storage system or ESS as a facility capable of absorbing energy directly from the Grid or Distribution System, or from an RE Plant or Conventional Plant connected to those and stores them for a time period. It also defines the market policies for the Electric Power Industry Participants: Generation Companies, Distribution Utilities, Directly Connected Customers owning and operating ESS, End-Users owning and operating ESS, and other entities applicable. The joint memorandum circular number 2020-01 aims to establish, strengthen, and mobilize national energy plans specifically: 1. Energy safety practices; 2. Energy efficiency and conservation; 3. Energy resiliency; and 4. Energy planning which includes energy access and resource development. These are expected to be carried out from the provincial governors all the way to barangay and local development councils following existing DILG laws, energy related laws, and private sector participation laws.

DO 2013-08-0011 and Other Pertinent Rules and Regulations Inconsistent Thereto, and for Other Purposes Due to requests from large hydropower RE developers to adopt a more suitable plan for facilities operating over fifty megawatts (50MW), DO 2014-06-0010 aims to adopt a proper framework and amend other inconsistencies found in DO 2013-08-0011. The DO2013-12-0023 adopts a framework of revised RE service contract templates for pending and future applications in the field of hydropower, ocean power, geothermal, solar energy, wind energy, and biomass. This adopted matrix outlines the activities expected, expected period of completion, and the costs of both pre-development and development for each aforementioned RE service.
