This special bicentennial edition, edited by Professor of Pharmaceutical Sciences Adeboye Adejare Ph.D., celebrates 200 years since the founding of Philadelphia College of Pharmacy in 1821. The founding of the college is regarded as the beginning of pharmacy education and modern pharmacy practice. There are also underutilized opportunities for pharmacists to play a more prominent role in preventing the transmission of HIV and other infectious diseases through nonprescription syringe sales. More than 25% of persons who inject drugs obtain sterile syringes from pharmacies.16 There are programs that provide a framework, developed by the state or local health department, that integrates syringe sales with HIV prevention counseling, and educates pharmacists and pharmacy staff on harm reduction strategies, syringe disposal, access to naloxone for opioid overdose treatment, and referrals for substance use disorder treatment.17 Although most states allow for nonprescription syringe sales to people who inject drugs, implementation is typically left to the discretion of the pharmacist on duty. Without a clear strategy in place, conflict may arise between the public health need to prevent the spread of infectious diseases and personal beliefs regarding injection drug use, prior negative experiences, perceptions about persons with substance use disorder, and laws against distribution or possession of drug paraphernalia. Education and support for pharmacists, from both pharmacy management and policymakers, are needed for consistent application of nonprescription syringe sales in practice so pharmacists feel they are part of the solution to the prevention of infectious disease transmission, not part of the problem of the illicit drug use.

This edition builds on information from the 22nd edition published in 2012. The science and practice of pharmacy is an extraordinarily broad topic; however, the title builds on topics ranging from medicinal chemistry and pharmaceutics, to basic pharmaceutical practice concepts, to measured pharmaceutical outcomes and associated governing policy. 

Purpose: The book's purpose is to serve as a comprehensive text/reference book for the science and practice of pharmacy. While the title is not meant to be a clinical compendium of medicine, it is a key source of information for the science and application of pharmacy and pharmaceutical concepts. The title remains to be among the key educational references in the field and is both well respected and renowned for its authority on its involved topics. 

Audience: "The Remington" is primarily written for learners of the field given its broad aims and scope, but it also serves as a base reference for those in the field learning further (or refreshing) base concepts. The title achieves its objective as a complete and comprehensive base reference on the involved topics. 

Features: The greatest strengths of "the Remington" are in its coverage of pharmaceutics and pharmaceutical application (e.g., dosage forms). Additional sections of note include pharmacokinetic/pharmacodynamic concepts and a broad overview of topics crossing pharmacy practice and pharmaceutical outcomes. The title is not meant to be a complete reference of clinical pharmacology but is meant to be used alongside such references. 

Assessment: In the foreword, the editor-in-chief recognizes the breadth of topics that the title seeks to address and notes that this title, in its entirety, may not be needed by all learners and practitioners. That being said, there is no better reference than this title as a base reference/learning resource for pharmaceutics/pharmaceutical applications with further information on which to build for clinical application and knowledge.

Since 2014, Dr. Mattingly has developed a research portfolio that primarily focuses on drug pricing policy where he has engaged policymakers at local, state, and federal levels, including serving as Speaker of the House of Delegates and Trustee for the American Pharmacists Association (APhA) from 2019-2021. From November 2022 to April 2023, Dr. Mattingly served as an advisor to the Center of Medicare and Medicaid Services (CMS) to aid in the implementation of the new "Drug Price Negotiation Program" authorized by Congress through the Inflation Reduction Act. Most recently, he was named Research Fellow for the National Association of Insurance Commissioners (NAIC) to help inform policy on pharmacy benefit manager practices.

Dr. Mashni is the SVP/chief pharmacy officer for the Mount Sinai Health System in New York City. In this role, she oversees pharmacy practice across the eight Mount Sinai hospitals and the 340B program, as well as ambulatory, retail, clinic and specialty pharmacies at Mount Sinai.
