Single-Family Rehabilitation and Reconstruction Program
Welcome to the ReCoverCA Single-Family Rehabilitation and Reconstruction (ReCoverCA) Program Outreach Toolkit, a central resource for stakeholders helping share information about ReCoverCA.
ReCoverCA provides housing recovery assistance for eligible homeowners and qualifying landlords impacted by the 2023 and 2024 severe storms. Assistance is available for repairing and rebuilding storm-damaged single-family homes, including manufactured housing. Assistance is also available to reimburse homeowners that rebuilt or completed repairs to their primary residence with their own funds.
This toolkit provides approved outreach materials in English and Spanish that county departments, city partners, nonprofit organizations, and community-based stakeholders can use to share information about ReCoverCA with residents.

About the ReCoverCA Program
About the ReCoverCA Program
ReCoverCA helps homeowners and landlords repair or rebuild storm-damaged homes. The program serves homeowners and landlords affected by the severe storms that struck communities across California during February – July 2023 and January 2024. Eligible assistance may include:
Repairing homes
Rebuilding homes, including elevation in high-risk flood areas if required
Replacing certain manufactured or mobile homes
Reimbursing eligible repair or rebuilding costs that were already paid
Helping pay for flood insurance for a limited time for eligible households
Stick-built homes, mobile homes, and manufactured homes may qualify.
The program is active in Monterey, San Benito, Santa Cruz, Tulare, Tuolumne, and San Diego counties, and the Hoopa Valley Indian Reservation. It is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by the California Department of Housing and Community Development (HCD).
Funding is limited. The sooner someone applies, the better their chances of receiving assistance. ReCoverCA may prioritize low- to moderate-income homeowners, as well as households with seniors or individuals with disabilities, depending on available funding.

Content is provided in English and Spanish and can be copied directly or lightly customized for your audience.
