I love the economies of scale of this project. It was stated in the proposal that it is much more efficient to do one large stormwater control than hundreds of individual tracts. The case has been made for combining best management practices for groups of property owners rather than every individual shouldering the huge costs.
Achieving better stormwater treatment with PPP (public-private-partnership) Infill development. This branch of Ellerbe creek originates at natural spring to the south. The vast majority of the land is already owned by the city, with one additional tract belonging to Duke Energy.
The American Tobacco Trail currently starts under the NC-Hwy-147 overpass at Blackwell and Morehead. Making this area more green with a natural habitat corridor is already possible with the current highway. It's time to continue this up the hill and through downtown.
