Mr. Phillips has over three decades of experience in the both the public and the private sectors, specializing in transportation structures. His board experience as it relates to transportation infrastructure includes design and analysis of structures, safety inspection of structures and inventory and asset management. At this stage of his career he is focused on staff development and project management of structures projects ranging from safety inspection, preliminary design, final design, life cycle analysis and evaluation, bridge preservation, construction engineering support and construction inspection.
Mr. Phillips has worked on numerous signature bridges that required special access to complete NDT verification of Fracture Critical Elements. As an NHI instructor Mr. Phillips has trained students on NDT methods and he has also helped students develop an appreciation for bridge preservation as an alternative solution to the rising cost of infrastructure management. Mr. Phillips has managed the development of several asset management tools for structure inventory and condition rating and Element Level data collection. He has been instrumental in creating workflow processes that have improved structural asset management which has improve life-cycle evaluation for structures.
Candy Phillips is a partner and consultant of RC Engineering Solutions, LLC. She has over 30 years’ providing consulting services focusing on Diversity, equity and Inclusion, Equal Employment Opportunity, Affirmative Action, Workforce Development, and Contract Compliance. Candy has worked and/or provided consulting services for both public and private organizations including: CT State Lottery, The Lane Construction Corporation, State Department of Children & Families, State Community College System, Connecticut and Virginia Boards of Education, KRA, Inc. Employment Services Division, and the Connecticut Hospital Association (CHA). Candy has a Bachelor's in Business, Master of Public Administration, and a Master of Education.
Candy is a member of the National Association of African Americans in Human Resources (NAAAHR), the Society of Human Resources Management (SHRM) and the National Association of Workforce Development Professionals (NAWDP). She also served as the Chair of Diversity for the Connecticut Chapter of the Women’s Transportation Seminar (WTS) and is currently the Director of Diversity for the Hampton Roads Society of Human Resources Management (HRSHRM).
