The Northern Mindanao Regional Halal Committee was created through Resolution No. 20 series of 2019 issued by the Regional Development Council – X last September 30, 2019. It is considered a special committee under RDC-X.

It was established in accordance with the goals of RA 10817, also known as the Philippine Halal Export Development and Promotion Act of 2016, and it embodies the structure, roles, and duties of the National Halal Board, which is charged with directing, carrying out, and overseeing projects and programs aimed at advancing the Halal industry in the area.
