Overview
QualTest Consulting Inc. is currently searching for an IT Consultant to join its expanding team. We are looking for an experienced IT Consultant with at least three (3) years of experience in this role, that is passionate about re-shaping how the public-sector intersects with IT through improving program and back-end systems.
Duties and Responsibilities
The IT Consultant will work with clients to ensure that large scale and critical programs and projects are properly carried out in accordance with clients’ expectations.
Key responsibilities will include:
· formulating, organizing, and monitoring inter-connected projects,
· deciding on suitable strategies and objectives,
· coordination of cross-project activities,
· leading and evaluating project staff,
· developing and controlling deadlines, budgets, and activities,
· applying change, risk, and resource management,
· assuming responsibility for a program’s people and vendors,
· assessing program performance and maximizing return-on-investment (ROI),
· resolving project and program scope issues,
· preparing and delivering reports to executive stakeholders,
· coordinating internal resources and third parties/vendors for the flawless execution of projects,
· ensuring that all projects are delivered on-time, within scope and within budget,
· developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility,
· ensuring resource availability and allocation,
· developing a detailed project plan to track progress,
· use appropriate verification techniques to manage changes in project scope, schedule and costs,
· measuring project performance using appropriate systems, tools and techniques,
· reporting and escalating to management as needed,
· managing the relationship with the client and all stakeholders,
· performing risk management to minimize project risks,
· establishing and maintaining relationships with third parties/vendors,
· developing and managing technical and non-technical proposals, and
· creating and maintaining comprehensive project documentation.
General Requirements
· A one (1) year diploma in Computer Science, Information Technology / Project Management, Software Development, or related discipline,
· Must be willing and able to travel daily to various client sites across Greater Vancouver, British Columbia,
· Must have at least three (3) years of experience as an IT Program Manager in public-sector health (BC Health Authority preferred) in the areas of proposal management, clinical systems, enterprise and solution architecture, and the following:
o Managing multi-million dollar public-sector health projects (including public hybrid cloud projects), and experience developing multi-million-dollar business cases for data centre infrastructure upgrades,
o Developing financial models and governance models,
o Unit testing methodologies and frameworks,
o Establishing and maintaining relationships with third parties/vendors,
o Developing technical solution architecture for infrastructure supporting key clinical and business applications, including:
o Experience with cloud computing platforms, namely Microsoft Azure and Amazon AWS,
o Experience with enterprise architecture frameworks (e.g., TOGAF),
o Experience with Infrastructure-as-a-Services (IaaS), Platform-as-a-Services (PaaS), and Software-as-a-Service (SaaS) project implementations,
o Experience with Microsoft Remote Desktop Services, Citrix, VMware, HP SM9, Windows Server 2003/2008/2012/2016, and
· Excellent communication, organizational, problem-solving, and leadership skills, and experience in managing multiple projects at a time.
