The Progenitor behind the concept of the PvP Project is an entity who identified itself as 96579-D3PO.   This entity developed the original idea of the Players Versus Parkinson's Project and provided the script for Hansel's Last Chance.
In addition to devising the structure and rules of the event, they also provided programmable Ai logic models used by the game's resident Ai entities. 4 Terabytes of laboratory research data which they claimed has never been seen or reviewed was also furnished by them.
