The University Library is headed by a licensed librarian and graduate of Master in Library and Information Science (MLIS). She is also the auditor of the Philippine Librarians Association, Inc. – National Capital Region Librarians Council (PLAI-NCRLC), Vice President (Internal) of the College of Education Faculty Club, and a member of the PUP Provident Fund Board of Trustees.
The Director for Libraries oversees the total operations and administration of the University Library (formerly NALLRC). Directly under the Office are the four Chiefs, Users’ Services, Technical Services, Library and Information Technology Services, the Library Network Services and the Branch and Campus Libraries.

Each division is headed by a qualified professional librarian who assists the Director in the effective implementation of policies for better service to clientele.

The PUP University Library is committed to a user-centered approach in all aspects of its programs and services. As the University’s gateway to the global information society, our primary focus is serving the information needs of its clienteles.
The University Library is continuously acquiring resources for the use of its users. The following are some of the library’s collections - books, serials, multimedia resources, special collections, maps and globes, and online databases.

The University Library is located at the Ninoy Aquino Library and Learning Resource Center building at the Main Campus of the Polytechnic University of the Philippines.
The left wing, right wing, and center wing are on the third floor of the building. The right wing consists of the Filipiniana Section, Special Collections Section, Disability Corner, Gender and Development (GAD) Corner, and Serials Section. The Director’s Office, Technical Services, Rare Books, Silid Lakandayang, Spiritual Room, Archives Section, Pantry, and PUP Presidents’ Memorabilia Hall) are in the center wing. The CLFI E-Learning Center, Circulation Section, and Reference Section can be found in the left wing.
The University Library also provides the academic community with facilities equipped with audiovisual services and resources to meet their media instruction, research, and various activity needs. Multimedia room is placed on the fourth floor of the building.
There are Satellite Libraries which are also a part of the Main library, namely — the College of Law Library (NALLRC Ground floor), Laboratory High School Library (NALLRC, third floor, left wing), College of Communication Library (2nd-floor COC Building), College of Engineering and Architecture Library (4th floor, CEA Building), Institute of Technology Library (4th floor, ITECH Building), College of Hospitality and Transportation Management Library (2nd floor. Hasmin Hostel), and Graduate School Library (Ground floor, GS Building M.H. Del Pilar campus).

The University Library Advisory Board meets to discuss matters pertaining to the library policies, and review and update its Collection Development Policy. The preparation of the annual library budget is a joint undertaking between the library board and the library administration.

The University Library launches seminar workshops, trainings etc. to increase engagement in the library consortium, library cooperation, networking, exchanges, resource sharing and library linkages and connectivity.
