The FMCSA and DOT ensure that insecure drivers do not operate commercial vehicles, therefore a CDL Class A is mandatory for truck drivers. The purpose of the Commercial Motor Vehicle Safety Act is to promote highway safety by ensuring that heavy trucks and bus drivers are qualified enough to operate commercial vehicles on the road. The Federal Highway Administration (FHWA) has established and issued guidelines for commercial motor vehicle driver testing and licensure. The requirements, among other things, require states to award a CDL class A license to a commercial motor vehicle driver only after the driver passes the state-administered CDL A test.
