Regarding the e-Kharid (procurement operations), Ravi Bhagat pointed out that Punjab Mandi Board intends to capture the capture the farm produce as soon as it enters the mandis upto the exit on real time basis. Listing various e-Services under e-PMB, the Secretary Mandi Board said that through e-Estate the plot owners within mandis would make online applications for different operations like transfer of property, change of any particular of property, permission to mortgage etc. Likewise, all the licenses (new and renewal) such as Arthia, Tola, Processing Industry would only be applied online through e-License without visiting the office of Mandi Board and Secretary Market Committees and these licenses would be issued electronically. He said that all auction of plots in the mandis henceforth shall be conducted electronically through e-Auction. Likewise, all payments/receipts of Rural Development, Market Fee, Property fee, licensing fee shall only be made electronically through e-Payment and all entries of Payments and Receipts in cashbook will be entered online accounting management through e-Accounts.

It may be recalled that Punjab Mandi Board has a network of 154 Market Committees entrusted with the responsibility for regulating the marketing of agriculture produce in the mandis and therein providing infrastructure and amenities like auction platform, sheds, office building, canteen, roads, electrification and public health services. Besides this, the Mandi Board has 151 Principal Market Yards, 287 Sub Market Yards and 130 Fruit and Vegetables Mandis.

Chandigarh, Aug 8 (PTI) The Punjab government has decided to bring nearly 8.5 lakh farmers and their families under the ambit of the health insurance cover for the year 2021-22. All the farmers having 'J' forms and 'sugarcane weighment slips' would be eligible for this health scheme.

'J' forms are needed for availing finance, subsidy claims and tax waivers.

To facilitate the farmers to apply for this scheme in the easiest way, the Punjab Mandi Board has launched a dedicated portal for first time from this year.

Now, the farmers need not to visit market committee office to apply manually as was the case earlier. The interested farmers can simply apply on Mandi Board's portal, www.emandikaran-pb.in, uploading related documents, said an official statement on Sunday quoting Punjab Mandi Board Chairman Lal Singh.

Advt Singh added that the Board would pay the entire premium for the insurance cover of all the farmers, who will get cashless treatment facility up to Rs 5 lakh per annum.

He further said all these farmers and their families will now be covered with effect from August 20, 2021.

He also informed that the number of farmers covered under the health insurance scheme during the last year of the scheme stood at around 5.01 lakh based on 'J' forms and 'sugarcane weighment slips'.

Now, the number of farmers has reached nearly 8.5 lakh, with 7.91 lakh farmers having 'J' forms registered with the Mandi Board and 55,000 cane growers, he added.

Singh also said these 5.01 lakh farmers, who have already been registered under the Ayushman Bharat Sarbat Sehat Bima Yojana last year, need not re-apply on portal. They will be extended the benefit for the next year based on earlier documents, but remaining nearly 3.5 lakh farmers registered as 'J' form holders and 'sugarcane weighment slips' after October 1, 2020, would have to apply on portal for availing health Insurance.

The Market Committees have also been directed to facilitate every farmer, in case he needs any help to avail this cashless treatment facility in a seamless manner, he said.

Advt Meanwhile, Mandi Board Secretary Ravi Bhagat said the eligible farmers can apply online on portal to avail the health facilities from empaneled hospitals from August 20 this year.

He further said that apart from the family head, husband/wife, father/mother, unmarried children, divorced daughter and her minor children, widowed daughter-in-law and her minor children would also be considered eligible to derive benefit under the scheme.

These farmers can approach any of the 642 empanelled private hospitals and 208 government hospitals for treatment facility of up to Rs 5 lakh for 1,579 diseases.

Under the health insurance scheme, medical conditions including major surgical treatments such as heart surgery, cancer treatment, joint replacement and accident cases, among others, are covered. PTI SUN VSD HRS hrs

He said that since then, the IT team of board has launched several e-services like online license, online payments, digitization of J-Form, online procurement, VTS app for recording of outside state crop coming to Punjab, e-Auction portal, e-Daak portal and others to facilitate the stakeholders.

The government will have a proper record of the land under cultivation for both the wheat and paddy crops in the state as well as an idea of their average per acre yield. The state can hence aim for accuracy and eventually other crops can also be brought under the J form even if the government does not procure the other crops. People who are doing sale/purchase in the mandis for the other crops can be asked to log their purchases through the J form to have accuracy of total land and production.

The system can to a large extent check the sale of crops from other states in the mandis of Punjab. The J forms will ensure that the government has an idea of the total land under cultivation, and total yield. This will give them an idea as to how much quantity of a crop was grown in the state. In case of unusual procurements, the government will be able to identify accounts from which the fraudulent transaction was made.

Divulging more details, Secretary Mandi Board Mr. Ravi Bhagat said that Punjab is known for setting up of e-Governance in almost all the departments of state government adding that Punjab Mandi Board has started this unique initiative by setting up E-Procurement (procurement by invitation) during COVID-19 in 2020. He said that since then, the IT team of board has launched several e-services like online license, online payments, digitization of J-Form, online procurement, VTS app for recording of outside state crop coming to Punjab, e-Auction portal, e-Daak portal and others to facilitate the stakeholders. Mr. Bhagat emphasized that these digital initiatives have not only saved manpower and logistics cost but has also helped in ensuring transparency and efficiency in operations, facilitation of stakeholders via e-license, e-pass, payments via dedicated gateways and others.

The Chairman further informed that digital J-Form in Digi Locker could be used for raising finance from financial institutions; can be remotely verified online, IT waivers, Subsidy claims, farmer Insurance etc.

How to apply: Only online applications will be recieved by the board from eligible candidates. Candidates should submit the online application on or before the last date for the online application i.e. 6 June 2011 at CDAC Mohali website.
