The “Enhancing Livelihood Opportunities in Conflict-Vulnerable Areas in Mindanao through the LIFE (Livelihood Improvement through Facilitated Extension)” Model, or the PCAARRD-UP Mindanao-Landcare LIFE (PULL) Program, is implemented in communities experiencing or have experienced some form of conflict, specifically violent conflict, which could be socio-cultural or political in nature, or are vulnerable in conflict. The main objective of the Program is to improve farmers' livelihood and social capital through facilitated extension.

The University of the Philippines Mindanao (UP Mindanao) is the 6th constituent unit of the UP System. The University is committed to lead in providing affordable quality education, scholarly research, and responsive and relevant extension services to diverse, marginalized and deserving sectors in Mindanao and neighboring regions through its programs in the sciences and the arts, inculcating a passion for excellence, creative thinking, and nationalism in the context of cultural diversity in a global community. It is the main implementing agency of the PULL Program.
The Landcare Foundation of the Philippines, Inc. (LFPI) is a Cagayan de Oro-based non-government organization (NGO committed to promote environmentally sound initiatives. It has a long experience in improving the well-being of marginalized farming communities through conservation farming and natural resource management. It is the lead agency for the development of the Landcare Approach in the Philippines. It has ACIAR projects, predominantly through the Philippines-Australia Landcare Project and the ACIAR Horticulture Program and has been involved as one of four Philippine agencies in the major CoCoPAL Project (funded by USDA through ACDI-VOCA), where it has been implementing and evaluating new extension and livelihood development programs in Zamboanga and Basilan. LFPI is the co-implementing agency of UP Mindanao in the PULL Program.
The Philippine Council for Agriculture, Aquatic and Natural Resources for Research and Development (PCAARRD) of the Department of Science and Technology (DOST) is the funding agency of the PULL Program. The Technology Transfer and Promotion Division (TTPD) oversees the program, specifically in their STC4ID (Science and Technology for Inclusive Development) program. The STC4ID targets marginalized and underserved communities of the country.
The Philippine Coconut Authority (PCA) is the sole government agency that is tasked to develop the coconut industry to its full potential in line with the new vision of a united, globally competitive and efficient coconut industry. Its mission is to promote the development of a globally competitive coconut and other palm oil industry that would contribute to food security, improved income, and enhanced participation of all stakeholders. They have partnered with the PULL program to deliver its mandate to farmers.
The Department of Trade and Industry (DTI) is responsible for realizing the country's goal of globally competitive and innovative industry and services sector that contribute to inclusive growth and employment generation. It is one of the partner government agencies of the PULL program.
The Department of Agriculture (DA) is the principal government agency responsible for the promotion of agricultural development and growth. DA Region XII is one of the partner agencies of the PULL program through the Office of the Municipal Agriculture (OMAG) of Surallah.

Barangay Magdaup is one of the 28 barangays of the municipality of Ipil, Zamboanga Sibugay. The Barangay Local Government Unit (BLGU) is a partner of the PULL program. The specific project site is in Sitio Katipunan.
Barangay Canahay is one of the 17 barangays of Surallah in South Cotabato. The said Barangay Local Government Unit (BLGU) is a partner of the PULL program. The specific project site is in Sitio Lambukon.
Barangay Talisawa is one of the 10 barangays of Datu Abdullah Sangki municipality in Maguindanao. The Barangay Local Government Unit (BLGU) is a partner of the PULL program. The specific project site is in Sitio Bisang.
Barangay Tomicor is one of the barangays of Ampatuan municipality in Maguindanao. The Barangay Local Government Unit (BLGU) is a partner of the PULL program.
The municipality of Surallah is one of 10 municipalities of South Cotabato . It has 17 barangays, of which Barangay Canahay and Barangay Talahik are the project sites.
The municipality of Ipil is one of the municipalities of Zamboanga Sibugay. The Municipal Local Government Unit (MLGU) is a partner of the PULL program. The program is being implemented in two of its 28 barangays - Barangay Magdaup and Buluan.
The municipality of Datu Abdullah Sangki is one of the municipalities of Maguindanao, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Municipal Local Government Unit (MLGU) is a partner of the PULL program. The program is being implemented in one of its barangays - Barangay Talisawa.
The municipality of Ampatuan is one of the municipalities of Maguindanao, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Municipal Local Government Unit (MLGU) is a partner of the PULL program. The program is being implemented in one of its barangays - Barangay Tomicor.
