National Development Goals: The act outlines national development goals, including achieving and maintaining an accelerating rate of economic development and social progress, assuring maximum participation of all people in the attainment and enjoyment of benefits, and strengthening national unity and consciousness.
Right to Quality Education: The state promotes the right of every individual to relevant quality education, regardless of sex, age, creed, socio-economic status, physical and mental conditions, racial or ethnic origin, political or other affiliation.

Students' Rights:
Receive competent instruction and relevant quality education

Provided with free legal service when charged in administrative, civil, and/or criminal proceedings
Establish, join, and maintain labor organizations
Administrators' Rights:
Deemed persons in authority while discharging duties and responsibilities
Accorded due respect and protection

Promotion of Equality: The act promotes equality of access to education and benefits of education for all citizens.
Maintenance of Quality Education: The act ensures the maintenance of quality education through voluntary accreditation, government financial assistance to private schools, and regulation of educational institutions
