Alliance for Yorkshire Statute of Establishment.
1. Name
Alliance for Yorkshire (hereinafter: the Alliance)
2. Aims
To advocate for and promote devolution for the Region of Yorkshire.
To engage in civic discussion and awareness-raising regarding the autonomy, future governance and economic development of the Region of Yorkshire.
To remain a cross-party, independent movement that does not field candidates for election.
3. Membership.
The Alliance is an unincorporated association. It has no formal fee-paying membership but is open on a voluntary basis to all citizens both within the Region and beyond who support its aims.
4. Management Committee
The Alliance shall be managed by a Committee assisted by at least two officers, a Chair and a Treasurer.
The latter are responsible for the day-to-day administration and financial oversight of the Alliance.
Decisions shall be made whenever possible by consensus; otherwise, by simple majority vote.
5. Finance
All funds raised by or on behalf of the Alliance shall be employed to further the Alliance's aims and for no other purpose.
A bank account shall be opened in the name of the Alliance for Yorkshire.
All financial transactions must be authorised by two signatories: the Treasurer and one other nominated officer.
The Treasurer shall keep proper accounts of the finances of the Alliance.
6. Non-Profit Status
The Alliance is a non-profit-making organisation. No portion of the Alliance's income or assets shall be paid or transferred, directly or indirectly, to any members of the Committee or supporters, except for the reimbursement of legitimate out-of-pocket expenses incurred on behalf of the Alliance.
7. Dissolution
If the Committee decides for whatever reason to dissolve the Alliance, any assets remaining after the satisfaction of all debts and liabilities shall not be paid to or distributed among the members of the Committee or supporters. Instead, the assets shall be given or transferred to such other non-profit or charitable institution(s) with aims similar to those of the Alliance.

This is a constitution for Yorkshire, in draft only and a work in progress. This Constitution is only in the event that Yorkshire in the future is granted a regional parliament on similar terms to those of Scotland.
CONSTITUTION OF YORKSHIRE
PREAMBLE
We, the people of Yorkshire, acknowledging our proud heritage and the enduring strength of our
regional identity,
Gratefully remembering the determination of our forebears who shaped our distinctive character
through centuries of endeavour,
Recognising our place within the United Kingdom while affirming our right to regional self
governance,
And seeking to promote the common good of all Yorkshire people, with due observance of justice,
fairness and community spirit, so that the dignity and freedom of the individual may be assured,
true social progress attained, the unity of our region is strengthened, and harmonious relations
maintained with other regions of the United Kingdom,
Do hereby adopt, enact, and give ourselves this Constitution.
THE REGION
Article 1
The Yorkshire Region affirms the right of the Yorkshire people to regional self-governance within
the United Kingdom, to manage its own affairs, and to develop its life, political, economic and
cultural, in accordance with its own genius and traditions while respecting the constitutional
framework of the United Kingdom.
Article 2
It is the entitlement and birthright of every person born in the Region of Yorkshire to be part of the
Yorkshire Regional community, to identify and be accepted as Yorkshire, and to be recognised as
such.
Article 3
It is the firm will of the Yorkshire Region to unite all the people who share the territory of the
Region, in all the diversity of their identities and traditions, recognising that regional cohesion shall
be brought about through democratic participation and mutual respect for our shared Yorkshire
heritage.
THE TERRITORY
Article 4
The name of the region is Yorkshire.
Article 5
Yorkshire consists of the historic territory comprising the following:
1. The West Riding of Yorkshire
2. The North Riding of Yorkshire
3. The East Riding of Yorkshire
4. The City and County of York
No law shall be enacted placing any part of this territory under any authority external to the
Yorkshire regional government saves as provided for by the constitutional arrangements within the
United Kingdom and as may be necessary for participation in national and international
organisations and agreements.
Article 6
The Yorkshire Region claims jurisdiction over the territorial waters adjacent to its coasts and the air
space above its territory and territorial waters.
THE YORKSHIRE PEOPLE
Article 7
The Yorkshire regional family is founded on Yorkshire, the primary and natural educator of the
child, for the care and education of their children.
Article 8
The Region recognises the family as the natural primary and fundamental unit group of Society, and
as a moral institution possessing inalienable and imprescriptible rights, antecedent and superior to
all positive law.
Article 9
No person may be excluded from Yorkshire citizenship by reason of the sex of such person or
religion.
Article 10
All citizens of Yorkshire shall have the right to free elementary education and the right to establish
and maintain schools, subject only to reasonable regulation in the interest of public order and
morality.
THE YORKSHIRE PARLIAMENT
Article 11
The Yorkshire Parliament shall be called 'The Yorkshire Parliament', consisting of the President of
Yorkshire and the elected constituency members.
Article 12
The sole and exclusive power of making laws for Yorkshire is hereby vested in The Yorkshire
Parliament. No other legislative authority has power to make laws for Yorkshire.
Article 13
The Yorkshire Parliament shall sit in York.
Article 14
The right to vote at an election for members of Yorkshire Parliament and to vote at a referendum
shall be extended to all citizens without distinction of sex who have reached the age of eighteen
years, who are not placed under disability or incapacity by the Constitution or by law, and who
comply with the provisions of the law relating to the election of members of The Yorkshire
Parliament or the provisions of the law relating to the referendum, as the case may be.
THE PRESIDENT OF YORKSHIRE
Article 15
There shall be a President of The Yorkshire Region, hereinafter called the President, who shall take
precedence over all other persons in Yorkshire and who shall exercise and perform the powers and
functions conferred on the president by this constitution and by law.
Article 16
Every citizen of Yorkshire who has reached his or her fiftieth year of age is eligible for election to
the office of President.
Article 17
The president shall be elected by direct vote of the people of Yorkshire.
Article 18
The President shall hold office for seven years from the date upon which he/she enters upon his/her
office, unless he/she previously dies, or resigns, or is removed from office, or becomes permanently
incapacitated.
Article 19
The President shall, before entering upon his office, make and subscribe publicly, in the presence of
members of the house of The Yorkshire Parliament, or other public persons, the following
declaration:
"I, [Name], do solemnly and sincerely promise and declare that I will maintain the Constitution of
Yorkshire and uphold its laws, that I will fulfil my duties faithfully and conscientiously in
accordance with the Constitution and the law, that I will serve the people of Yorkshire with integrity
and dedication, and that I will work for the betterment and welfare of all Yorkshire people."
THE GOVERNMENT
Article 20
The executive power of Yorkshire shall, subject to the provisions of this Constitution, be exercised
by or on the authority of the government.
Article 21
The Government shall consist of not less than XXX and not more than XXX members who shall be
appointed by the President in accordance with the provisions of this Constitution.
Article 22
The head of the government shall be called 'the First Minister'.
Article 23
The First Minister shall keep the President generally informed on matters of domestic and
international policy.
Article 24
The government shall be responsible to the citizens of Yorkshire.
The Yorkshire Parliament
Article 25
The Yorkshire Parliament shall be composed of members who represent constituencies determined
by law.
Article 26
The total number of members of The Yorkshire Parliament shall be fixed from time to time by law.
but the total number of members shall not be fixed at less than one member for each thirty thousand
of the population, or at more than one member for each twenty thousand of the population.
Article 27
Every citizen of Yorkshire, without distinction of sex, who has reached the age of twenty-one years,
and who is not placed under disability or incapacity by this Constitution or by law, shall be eligible
for membership in The Yorkshire Parliament.
Article 28
The Yorkshire Parliament shall be summoned and dissolved by the President on the advice of the
First Minister.
Article 29
The Yorkshire Parliament shall sit in York or in such other place as it may from time to time decide.

YORKSHIRE COURTS
Article 30
Justice shall be administered in courts established by law by judges appointed by the President on
the advice of the Government.
Article 31
The courts shall comprise courts of first instance and a court of final jurisdiction.
Article 32
The jurisdiction of the High Court shall extend to the question of the validity of any law having
regard to the provisions of the Constitution.
Article 33
Save in the case of trial of offences under military law by military tribunals, no person shall be tried
on any criminal charge save in due course of law.
FUNDAMENTAL RIGHTS
Article 34
All citizens shall, as human persons, be held equal before the law.
Article 35
No citizen shall be deprived of his liberty save in accordance with law.
Article 36
The dwelling of every citizen is inviolable and shall not be forcibly entered save in accordance with
law.
Article 37
The privacy of the family is guaranteed by Yorkshire. No law shall be enacted placing any disability
or making any discrimination on the ground of religious profession, belief or status, political
opinion, or social background.
Article 38
All citizens have the right to express freely their convictions and opinions.
Article 39
The education of children is the natural and imprescriptible right and duty of parents.
Article 40
Yorkshire recognises that citizens have the natural right to the private ownership of property, subject
to the principles of social justice and the common good.
DIRECTIVE PRINCIPLES OF SOCIAL POLICY
Article 41
Yorkshire pledges itself to safeguard with especial care the economic interests of the weaker
sections of the community, and, where necessary, to contribute to the support of the infirm, the
widow, the orphan, and the aged.
Article 42
Yorkshire recognises the desirability of preserving, developing and restoring the national language
known as the Yorkshire dialect as the regional language.
Article 43
Yorkshire shall, in particular, direct its policy towards securing that the citizens may, through their
Occupations find the means of making reasonable provision for their domestic needs.
AMENDMENT OF THE CONSTITUTION
Article 44
This Constitution may be amended, whether by way of variation, addition, or repeal, in the manner
provided by this article.
Article 45
Every proposal for an amendment of this Constitution shall be initiated in The Yorkshire Parliament
as a Bill, and shall, upon having been passed by The Yorkshire Parliament, be submitted by
Referendum to the decision of the people.
Article 46
Every citizen of Yorkshire who has the right to vote at an election for members of The Yorkshire
Parliament shall have the right to vote at a referendum.
MISCELLANEOUS
Article 47
Subject to this Constitution and to the extent to which they are not inconsistent therewith, the laws
in force in Yorkshire immediately prior to the coming into operation of this Constitution shall
continue to be of full force and effect until the same shall have been repealed or amended by
enactment of the Yorkshire Parliament.
Article 48
This Constitution shall come into operation immediately upon the adoption thereof by the Yorkshire
people voting upon the Constitution at a plebiscite to be held for that purpose.
Article 49
This constitution shall be called The Yorkshire Constitution.
