If you have trouble opening and saving these PDF files, try installing the Mozilla Firefox browser.

If you are still having trouble, make sure your Windows Updates are current.

If you have a slow Internet connection, you may have to use a different computer with a faster Internet connection to successfully download these large PDF files.

These are LARGE PDF files (typically 30MB to 200MB). 

They may take many minutes to open after you click the link.

Mobile devices (iPhone, iPad, Android) - these rather large PDF files may not open directly on your device. You may need to use another computer. You may need to also install a PDF viewer app.

 Hint: As soon as the PDF document starts to appear in your browser, click on the Save icon , and save it to your computer. 

This should accelerate the PDF download speed, rather than waiting for the entire document to appear in the browser. 

Then you can close the PDF browser window, and directly access the saved PDF file using your own Acrobat Reader.

Note: Sometimes these files will just not be available.
