Wally is a frail, passive little kid at the start of the game. He is already dealing with a medical condition that likely resides in his lungs, but has put him in his fragile state that he is in. But by the time you meet him at Victory road, he has grown into a strong young man, confident in himself and his pokemon.
The thing about him is this: You feel for him. You never REALLY want to beat him because you see how weak he is physically. One could assume that he has been victim to bullies until you meet him, and you see that everything in life has knocked him down. But you helped him do the greatest thing in his young life, which was catch a ralts. From then on Wally slowly starts to get better and more fit. His battling skills aren't quite there yet, but as he is traveling and meeting new people and pokemon, slowly he starts to improve.

Fast forward again to victory road. You're greeted by Wally and he tells you that you are the one who was a catalyst for everything in Wally's journey. He makes note that YOU are now his biggest obstacle. The way he talks is as if he is realizing this as he speaks. He knows that with his pokemon, he doesn't need to worry about his health because they give him the strength to push on and get better. His pause near the end of the speech makes me think that he took a deep breath and then...with all the confidence in the world, looks you in the eye and says " ...But I won't give up! I won't lose anymore. My Pokmon have given me the courage and strength to fight. I have to win for their sake! So get ready... Here I come!"
That wasn't Wally telling you that he won't lose. That was Wally telling himself. He has grown so much throughout the game, met so many pokemon, even harnessed mega evolution, but still hasn't beaten you. You even see the change in his sprite. Before victory road, he is hunched over, looks worried all the time, and barely throws his poke ball out. But you are then met with an upright Wally, the look of sheer fearlessness on his face, and strongly throws out his poke ball after nodding in confidence. You know that you must win to press on to the Pokemon League, but at the same time...you're looking at the kid who looked to you for help in growing stronger. He is telling you that he is now going to surpass you as a trainer. When you do beat him, he is visibly angry with himself, but at the same time, he is finally proud of himself and his pokemon for pushing so much to reach this point. ff782bc1db
