Devbhoomi Family Bill introduced to implement welfare schemes effectively

The Devbhoomi Family ID will include the name of the eldest female member of the family as the head of the family.

To ensure effective implementation of welfare schemes and transparent delivery of assistance to beneficiaries, the state government tabled the "Devbhoomi Family Bill-2026" in the House on Tuesday. Once enacted, this bill will establish a unified and verified family-based database, "Devbhoomi Family," in the state. The bill aims to make the implementation of schemes more effective, transparent, and coordinated by bringing together beneficiary data scattered across various departments. The Devbhoomi Family ID will include the name of the eldest female member of the family above 18 years of age as the head of the family.

Currently, different departments in the state use separate beneficiary databases for their respective schemes. This often results in problems such as duplication of beneficiary data, complex re-verification processes, and lack of coordination between departments. This not only puts additional strain on administrative resources but also hinders the assessment and effective implementation of schemes.

This bill will establish a unified family-level data repository in the state, serving as a single source of beneficiary information for various departments and agencies. This will ensure better targeted implementation of schemes and more effective delivery of government assistance to needy families.

In addition, an appropriate institutional mechanism will be established for the effective management, protection, and structural reforms of this data system. The proposed system will also develop a secure and regulated data exchange system between departments, which will strengthen coordination and better targeted delivery of schemes.

The entire system will be operated in accordance with the provisions of the Digital Personal Data Protection Act 2023 (DPDP Act 2023), to ensure that citizens' data is used with consent, transparency and security.

The "Devbhoomi Parivartan Bill-2026" will prove to be a milestone towards good governance. It will increase administrative efficiency, better utilize resources, and ensure that the benefits of welfare schemes reach the citizens of Uttarakhand more effectively.

The 12th meeting of the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) Project Steering Committee was held under the chairmanship of Chief Secretary Anand Bardhan. Important decisions were taken at the meeting regarding forest conservation, soil-water conservation, human-wildlife conflict prevention, and forest fire management.

Directives for Major Soil-Water Conservation Projects in Each Division

The Chief Secretary directed Forest Department officials to identify one major project in each forest division under soil-water conservation works and prepare a multi-dimensional proposal.

Three Integrated Projects at the State Level

He also directed the preparation of proposals for at least three major integrated projects at the state level under water conservation, in coordination with SARA, Jalgam, and other related departments/agencies.

Emphasis on Third-Party Audit and Transparency

Instructions were given to shortlist three to four agencies for observation and third-party audit of works conducted under CAMPA, and to conduct independent evaluations across various dimensions. Emphasis was also placed on spending the budget with improved quality, transparency, and timeliness, and strengthening monitoring of all works.

Annual Action Plan of ₹339 Crore Approved

The meeting approved an annual action plan of ₹339 crore under CAMPA for the financial year 2026-27.

Important Decisions to Prevent Human-Wildlife Conflict

In accordance with the Honorable Chief Minister's announcement, transit rescue centers are to be established in all districts. This year's action plan included 10 new rescue centers, for which ₹19 crore was approved.

Approval of ₹8.6 crore was also granted for the prevention of human-wildlife conflict.

Approval for Construction of Housing for Forest Personnel

₹10 crore was approved for the construction of residential buildings for forest personnel up to the Ranger level in Dehradun and Haldwani in the Garhwal and Kumaon regions.

Forest Fire Protection and Support to Forest Panchayats

₹12 crore was approved for forest fire protection, including ₹2 crore for forest panchayats.

₹19.5 crore approved for stream treatment

₹19.5 crore was approved for stream treatment under soil and water conservation works.

Chief Minister Pushkar Singh Dhami inaugurated/laid the foundation stone for development works worth ₹295.21 crore

Chief Minister Pushkar Singh Dhami inaugurated the grand Udham Singh Nagar Carnival Saras Livelihood Fair-2026 held at Gandhi Park on Saturday by cutting the ribbon. He inaugurated/laid the foundation stone for 61 works worth ₹295.21 crore.

Chief Minister Dhami inaugurated 26 works worth Rs 123.91 crore, including one work of the Medical Department worth Rs 20.35 crore, five works of PWD worth Rs 9.01 crore, nine works of Rudrapur Municipal Corporation worth Rs 38.60 crore, one of Animal Husbandry Department worth Rs 4.74 crore, one of Culture Department worth Rs 95 lakh, two works of Irrigation Department worth Rs 26.52 crore, four works of Sports Department worth Rs 19.02 crore, one of Education Department worth Rs 3.18 crore, one of Nagar Panchayat Sultanpur Patti worth Rs 96 lakh and one work of Nagar Palika Parishad Bajpur worth Rs 58 lakh. In this way, 35 works worth Rs 171.30 crore were inaugurated. In which the foundation stone was laid for 05 works of PWD worth Rs 93.92 crore, 19 works of Municipal Corporation Rudrapur worth Rs 59.53 crore, 01 work of Animal Husbandry Department worth Rs 3.47 crore, 02 works of Education Department worth Rs 7.41 crore, 08 works of Rural Construction Department worth Rs 6.97 crore.

Hon'ble Chief Minister Pushkar Singh Dhami made 05 announcements which included installation of Shiva statue connecting Golju Temple, Shiv Temple and Neelkanth Dham under Manaskhand Corridor, construction of houses in Kheda for environmental friends of Municipal Corporation Rudrapur, widening of Bhurani and Gangapur Road, construction of road from Ataria Chowk to Indira Colony, Guru Chand Thakur Memorial Assistance Fund and increase from Rs 2 crore to Rs 10 crore.

Before the inauguration of Trishul Chowk, Chief Minister Dhami washed the feet of pilgrims and greeted them by presenting them with robes and garlands. He then participated in the Shiva procession from Trishul Chowk to Gandhi Park, the venue of the Saras Mela. Various organisations and the public welcomed the Chief Minister with garlands and flower showers.

Labs on Wheels Launched in All 13 Districts

For the first time, a mobile science laboratory, Lab on Wheels, has been operational in all 13 districts of the state, providing modern, hands-on education to students in remote areas.

Establishment of 60 Patent Information Centers

For the first time, 60 Patent Information Centers have been established in colleges, universities, and various institutions across the state, strengthening the innovation, research, and startup ecosystem.

Science and Technology Premier League – Statewide Event

For the first time, the Science and Technology Premier League is being organized in all districts and blocks of the state, with thousands of students participating and developing a competitive and creative approach to science.

Our resolve to make science and innovation a mass movement in Uttarakhand is now taking shape. These initiatives, launched for the first time by UCOST, are not only giving new direction to our youth but also strengthening our resolve for a developed Uttarakhand @ 2027 and a developed India @ 2047. We want the light of science to reach every village, every school, and every home. Chief Minister Pushkar Singh Dhami attended the 71st National Convention of the Akhil Bharatiya Vidyarthi Parishad (ABVP) at the Parade Ground, Dehradun, on Sunday. On this occasion, he also honored Shrikrishna Pandey of Gorakhpur with the Prof. Yashwant Rao Kelkar Youth Award. He said that Mr. Pandey has set an excellent example of social responsibility by working towards the eradication of child beggary, service to destitute mentally ill, and rehabilitation of prison inmates.

The Chief Minister welcomed the ABVP officials from across the country. He said that he, too, had previously worked actively among students as a member of the ABVP. Those experiences not only gave him an understanding of leadership and organization, but also strengthened his commitment to social service. These values ​​and ideals form the foundation of his life, inspiring him to pursue the path of service with discipline every day. The Chief Minister said that this National Convention of the Akhil Bharatiya Vidyarthi Parishad is no ordinary event, but a grand gathering of energetic youth dedicated to the sacred yagya of nation-building.

The Chief Minister expressed hope that the ideas and resolutions emerging from this platform will prove to be milestones in nation-building and will also play a crucial role in providing a new direction to the country's development and social progress. He said that when the Akhil Bharatiya Vidyarthi Parishad was formed in 1949, the country was moving towards a new era. At this time, an organized, aware, cultured, and nationalist student force was needed for nation-building, social reform, and cultural awakening. For 77 years, this organization has been working towards nation-building through individual development. The Vidyarthi Parishad has emerged as a leading force in bringing about comprehensive change in the social, cultural, educational, and ideological spheres of the nation.

The Chief Minister said that India's youth power is our nation's greatest asset, capable of realizing the dream of a strong, prosperous, and self-reliant India through their hard work, talent, and determination. With the right direction and guidance, this energy will re-establish the country as a world leader. Only by using this energy in the right direction can we realize the dream of one India, a better India. He said that under the leadership of Prime Minister Shri Narendra Modi, continuous work is being done towards building a developed and self-reliant India by considering the youth power as the national power. Today, through many schemes like Startup India, Skill India, Digital India, Make in India, Fit India and the new education policy, opportunities are being provided to the youth according to their talent and capability.

Chief Minister Pushkar Singh Dhami has approved ₹188.90 crore worth of development projects and disaster management works in various areas of the state.

Under the State Plan, the Chief Minister approved ₹997.61 lakh for the reconstruction of Km 1 to 30 of the Garjia (Ghughutidhar)-Betalghat-Khairna-Odakhan-Bhatelia-Mukteshwar Motor Road (State Highway No. 62) in the Nainital Assembly Constituency, and ₹1000.00 lakh for the reconstruction and strengthening of the motor road from Nawabgarh Bridge No. 1 to Khadar in the Vikasnagar Assembly Constituency of Dehradun district. Along with a scheme worth Rs. 312.55 lakh, approval has been given for the approval of a scheme worth Rs. 925.94 lakh for the improvement and beautification of streets from Harki Pauri to Laltaro Setu in Haridwar under the Kumbh Mela-2027.

Chief Minister Shri Dhami has also approved a scheme worth Rs. 8063.13 lakh for the conversion of the Nagla-Kichha Motor Road (State Highway No. 44) from Km 12.6 and Km 15 to 17.942 from two lanes to four lanes under the Kichha Assembly Constituency of Udham Singh Nagar district.

Along with the release of Rs. 255 lakh for the construction of Smart Vending Zone under Municipal Corporation Rudrapur, the Chief Minister has also approved Rs. 10 lakh for works in 07 municipal bodies recommended by SHPC under Swachh Bharat Mission 2.0. Approval has also been granted for the release of ₹408.94 lakh and for the approval of ₹597.10 lakh for the beautification of parks in 11 municipal bodies under the Urban Development Department.

The Chief Minister has also approved the release of ₹73.30 crore from the State Disaster Relief Fund to various districts. Under this, Chamoli district has been allocated ₹5 crore for recovery and reconstruction and ₹3 crore for relief and rescue. Similarly, Nainital district has been allocated ₹25 crore for recovery and reconstruction, while Uttarkashi district has been allocated ₹30 crore for recovery and reconstruction and ₹8 crore for relief and rescue. An amount of ₹2.30 crore has also been approved for Champawat district under the relief and rescue fund.

A delegation from the SIDCUL Entrepreneur Welfare Society, Pantnagar, met Chief Minister Pushkar Singh Dhami at the Chief Minister's residence on Saturday. They thanked the Chief Minister for the Silver Jubilee celebrations and for creating a better industrial environment in the state under his able leadership.

The Chief Minister said that favorable policies have been formulated to promote industries in the state. Expecting the Society's support in promoting industries in the state, he said that the development of the Kichha Khurpiya Park and the Amritsar Kolkata Industrial Corridor will help Udham Singh Nagar district establish new dimensions in the industrial sector. The Chief Minister said that everyone must cooperate in the economic and overall development of the state. Only through everyone's concerted efforts will we succeed in making Uttarakhand a leading state. The Chief Minister stated that the development of the Industrial Smart City and Satellite AIIMS area at Kichha Khurpiya Farm will also gain momentum.

The Chief Minister stated that to promote industry and facilitate entrepreneurship in the state, District Magistrates and Senior Superintendents of Police were given clear instructions to facilitate and support entrepreneurship. He stated that harassment of anyone at any level will not be tolerated in the state, nor will it be condoned. The state government has a zero-tolerance policy against corruption. Effective efforts are being made to ensure that no wrongdoing takes place at any level in the state. The state is continuously reviewing the law and order situation. He stated that large industrial units are expressing interest in investing in the state. He is striving to establish good and large industries in the state.

He stated that the construction of an international airport at Pantnagar near Kichha, costing Rs. 700 crore, will bring significant development to the region. Approximately 900 acres of land has been acquired for airport expansion. The Chief Minister said that under the guidance of Prime Minister Shri Narendra Modi, an Industrial Smart City is being established on 1,000 acres in Khurpiya, Udham Singh Nagar, which will attract billions of rupees in investment and provide employment to millions of people. This will create new employment opportunities in the region.

The Chief Minister once again appealed to everyone to continue the tradition of selling books, not garbage, at any event. This will increase the public's love for books.

Chief Minister Shri Pushkar Singh Dhami attended the Surya Shashthi Vrat Mahotsav (Chhath Puja) program organized by the Purvanchal Seva Samiti at Sanjay Railway Park, Khatima, as the chief guest. Upon reaching the program, the Chief Minister offered prayers to the setting sun. He prayed for the happiness, prosperity, and well-being of the state. Addressing the program, the Chief Minister thanked all the officials of the Purvanchal Seva Samiti for organizing this grand and divine event. This holy festival symbolizes the bright tradition of our eternal culture, in which faith, discipline, penance, and gratitude towards nature are reflected together. Chhath Puja is not just a religious ritual, but a grand festival of life values ​​and family traditions. This festival also teaches us the importance of nature and the environment. He said that the Chhath festival is a living testimony to India's great culture, in which offerings are made to both the rising sun and the setting sun, a unique experience in itself. The special feature of Chhath is that people from all walks of life and regions celebrate this festival of folk faith with utmost devotion. Be it Bihar, Jharkhand, Uttar Pradesh, or our Uttarakhand, Chhath is being celebrated with uninterrupted faith across the country today.

Chief Minister Dhami said that under the able leadership and guidance of respected Prime Minister Narendra Modi, India's development and the splendor of Sanatan culture are visible everywhere. It was from here that I began my journey of public service, and every street and village in this region is close to my heart. He said that our government has taken many important steps to strengthen the infrastructure in Khatima, ranging from health, education, and drinking water. On one hand, we have strengthened the infrastructure in Khatima by constructing a hi-tech bus stand, a modern ITI and Polytechnic College, and a new 100-bed hospital complex. Along with accelerating industrial development, a state-of-the-art national-level sports stadium has also been constructed to nurture the sporting talent of the youth.

The Chief Minister said that to improve connectivity in the region, we have constructed the Gadarpur and Khatima bypasses, a bridge at Nausar, and a comprehensive road network throughout the region. Furthermore, our government has recently announced the construction of a grand military memorial between Khatima and Tanakpur, work on which will commence soon. He added that while we have started M.Com and M.Sc. classes at the Government College, Khatima, we are also operating an Eklavya Vidyalaya in the tribal-dominated area. He added that no shortage will be allowed in the development of Khatima in the future. Our government is continuously working with full commitment for the welfare of every section of the state. As a result, our state has now reached the first place in the country in achieving the Sustainable Development Goals in the NITI Aayog's SDG Index Report. Furthermore, we have emerged as a leading state in providing employment to youth, achieving a record 4.4 percent reduction in the unemployment rate in one year, which is higher than the national average.

On the occasion of National Ayurveda Day, Chief Minister Pushkar Singh Dhami extended his best wishes to the people of the state. Paying tribute to the portrait of Lord Dhanvantari, the Chief Minister said that Ayurveda is an ancient Indian knowledge tradition and a way of life that has shown humanity the path to a healthy life for centuries.

The Chief Minister said Uttarakhand has set new benchmarks in AYUSH medicine and Ayurveda. As a result of the government's continuous efforts and initiatives, millions of citizens have benefited from Ayurveda. Various schemes are being implemented to promote Ayurveda and Yoga in the state. Under these schemes, Ayurvedic health facilities are being expanded, and research and training programs are being strengthened.

The Chief Minister expressed confidence that the scientific traditions of Ayurveda and Yoga will play a vital role in making our society healthy, disease-free, and empowered. The Chief Minister urged the people of the state to be inspired to adopt a healthy lifestyle and incorporate the principles of Ayurveda into their daily routine.
