Land acquisition requires a number of steps including third party appraisals and a decision by the ethics committee allowing the town to purchase the property at 266 W Main St. Please see documents relating to this:

In the Fall of 2024 a $35k grant from Vermont Community Foundation funded initial engineering.
The Select Board has approved an additional low interest, unsecured loan offered from Vermont Community Foundation for $150k to be used for final engineering, archeology and environmental studies. As of Sep 2025 the Town has not closed on the loan, meanwhile a draft is available.

A community-wide process guided the development the layout of the proposed neighborhood. Here are some documents from that process:
All 3 of these parcels have been zoned the same as the Village District since the creation of zoning in Plainfield (1970s). This means that buildings and uses allowed in the Village would be allowed in this new area, if developed. Since the goal is to expand the Village with the same style and density, it's great that this zoning piece is already done.
Other Permitting Requirements
Either an Act 250 Exemption, a Neighborhood Development Area designation, or another similar program will be needed from the State for this project. As of September 2025 the area has recieved the NDA designation and is awaiting a jurisdictional opinion.
Additionally the project will need at least the following:
Lots of engineering for roads, water, sewer, and other utilities and their associated permits.
