Historic Oliver is a neighborhood within East Baltimore. Its boundaries are the south side of North Avenue, the east side of Ensor Street, the west side of Broadway, and the north side of Biddle Street. 

The People’s Association of Oliver Community, Inc. (TPA, Inc.) is a 501c(3) resident-driven community association dedicated to advancing equitable development, cultural preservation, and community empowerment in Historic Oliver, Baltimore. Rooted in the voices of its neighbors, TPA works to ensure that revitalization efforts honor the legacy of the community while creating opportunities for current and future generations.
