I spoke to someone at Adode Support. They thought that the drive's firmware had been updated, which had changed the read + write permissions for Premiere. They changed the privilege settings on the drive to make sure 'read + write' permission on the drive was granted to 'everyone' and then 'applied changes to enclosed items'. That fixed the problem. Yes, I have figured a work around for the issue of the missing external drive. Duplicate your project file (either Premier Pro or After Effects and save it to you computer hard drive. Then when you open that duplicate file, at leasr for me, it found the media files on the external drive. I was able to save the project after working on it, but only to my computer hard drive. The issue appears to be that you can't have both the project file and the media files on the external drive.

They could use an update to that document to specifically address this, but in talking with them their stance is a cautious one. I would treat the local OneDrive synced folder as a remote network folder. I would save to the desktop then drag over, or at least disable syncing until you are finished working then reestablish the link.

Thanks. But it only partially addresses the issue. I do know that Adobe recommends working fom the "local hard disk" only. But OneDrive creates a local folder on the "local hard disk", so under the recommendations in this document, it should work, even though this particular setup is not addressed in it. The issue that is not addressed anywhere, inlcuding this document, is if Adobe approves of Photoshop and/or Lightroom working off data files stored locally, on the local hard drive, but on a local folder that gets automatically synched to a cloud storage service, when there are assurances that there wont be any concurrency issues from working off more than one computer at a time. That is, data files would only be accessed by one computer at a time.

If you are on a Mac and have your computer backed up via Time Machine, it will not automatically back up your external hard drives, and you might also find yourself quickly running out of space on your Time Machine backup drive. I recommend keeping a separate backup of your external hard drive and using a program like Carbon Copy Cloner to make sure you sync everything correctly.
