The First Council were members of the established Phoenix PMC which involved former Phoenix Coalition members such as Unknown, Zodiac, Falcon, and Specter. As time went on, the command structure expanded to include Acceleration, GigaChad, Majorz, and Jackal. These 8 council members managed to help revamp the ranking system, establish divisional trainings, and host events that made the server an experience.

As the year 2023 rolled around, Unknown had to step down due to his life resulting in a power vacuum. Unknown choose Jackal (the former O-7) to take charge, however he retired hours later followed with Zodiac taking power. This would be the start of the quiet times, a period of inactivity within the faction.

As 2024 moved around, attempts to revive included purges and retirements which involved the council. This resulted in the council shrinking seeing Acceleration (Former O-3), Majorz (Former O-4), Falcon (Former O-5), and Ammado (Former O-6) retiring. The quiet times continue.

Zodiac's plan to revive the server extended to the server itself, resulting in changes to overall command and the server, from Phoenix PMC to Frontier Tactical PMC. Would this be the last year of the quiet times as 2025 enters. The former council were renamed to TAC (Frontier Command).
