BAHIS Interoperability Legislation Debate
Interoperability and information sharing is critical for providing safe, effective, and efficient care. However, as interoperability increases so do privacy, security, and ethical risks.
Debate Topic 1:
The debate revolves around the recently proposed Connected Care for Canadians Act (Bill C-72), which seeks to mandate secure information sharing across Canada’s healthcare system. Supporters argue that enhancing interoperability will improve care coordination, drive efficiencies, and ultimately raise the quality of care while reducing costs. Conversely, opponents caution that forced compliance with new data-sharing standards and mandatory reporting could lead to inefficiencies, operational delays, and increased costs, potentially hindering both patient care and innovation
Debate Topic 2:
The debate explores Canada’s tabled Artificial Intelligence and Data Act (AIDA) and whether Canada should align its AI regulations for healthcare interoperability with the EU’s stricter approach or follow the US in adopting a more flexible, innovation-driven model. Advocates for aligning with the EU argue that strict AI data protection is crucial for safeguarding privacy and human rights. On the other hand, opponents contend that overregulation could hinder the adoption of AI in healthcare, ultimately delaying potential benefits for Canadian patients.
