I. LIBRARY USERS
All SJC Manila students, faculty and employees
Outside Researchers. The following may use the library facilities and resources within library premises subject to the rules and regulations governing their use:
✔ PHINMA Schools
✔Other Colleges and Universities – members of the Library Consortium
Students/Faculty members may be accommodated during weekdays from 9:00am to 5:00pm.
Researchers from other schools will not be allowed to use the library during the examination period of SJC
Students/Faculty members of the consortium are exempt from the library fee.
Students/Faculty members must present their valid school ID to gain access.
Books are for room use only
Photocopying is allowed.
Alumni Researchers. They should present their updated alumni I.D./ Card, properly endorsed by the Phinma SJC Head Linkages Department.
It is the objective of the Phinma SJC Library to render superior service to its users students, faculty and officials of RC In order to provide a conducive atmosphere for the productive use of the library services and facilities.
Users of this library must respect the rights and privileges of all other users. Library users are expected to comply with the following rules and regulations as show below.
II. REGISTRATION FOR LIBRARY PRIVILEGES

Library users are required to validate their library privileges every semester.
Application should be done during enrollment time or 1st day of classes.
Data Information will remain confidential and may only be accessed by parents and
faculty as the need arises.
I. POLICIES ON STUDENTS’ CONDUCT AND BEHAVIOR INSIDE THE LIBRARY
Bags shall be deposited in the bag counter located outside the library. The library will not be liable for any losses in the bag counter
Users shall input their respective student/employee number in the online attendance data for our daily user statistics.
NO eating or drinking is allowed.
All books charged out must be physically returned before end of the semester for inventory purposes.
The use of someone else’s Identification I.D. is strictly prohibited.
IV. USE OF LIBRARY RESOURCES
The Library intends to serve all its students, faculty members and staff. Materials are to be shared for the common good, and the Library encourages library users to use library resources/property carefully so that future users may also enjoy it.
The Library adopts “open shelf” system where users can get inside the stacks to choose the books by themselves they would like to browse / use. However, books should be borrowed and charged out at the circulation counter before they are brought out of the section.
A. Circulation Books.
For home use
No limit of books may be borrowed at a time.
If the book/s is/are not returned at the end of semester, then student and faculty member/employees will be charged penalty. Books are for home use.
B. Filipiniana Books
For home use
No limit of books may be borrowed at a time.
If the book/s is/are not returned at the end of semester, then student and faculty member/employees will be charged penalty.
C. General Reference Collection (e.g. encyclopedias, dictionaries, atlases, almanacs, manuals, handbooks etc.)
Can be loaned out for a day
Loaned out materials not returned on time will be charged with PHP 10.00/hr.
D. Periodicals (e.g. journals, magazines, etc.)
Current Periodicals: Library users can photocopy articles and contents within the publication but, home use of said material is not allowed.
Bound Periodicals: Can be borrowed for two (2) day check-out loan period.
E. Fiction Books
For one month loan period
A maximum of three (5) books may be borrowed at a time.
F. Theses and Feasibility Studies
For library use only.
Any person who consults an academic exercise or research study must not quote from them without due acknowledgment.
Photocopying, taking digital snap shots of these materials are strictly prohibited.
G. Senior High School Books
No limit of books may be borrowed at a time. If the book/s is/are not returned at the end of semester, then student and faculty member/employees will be charged penalty.
V. LIBRARY SECTIONS
Library section is open to all subject to the rules and regulations.
Library Reading Area. Provide several reading areas offering different modes of seating as well. Library users encourage sharing their thoughts and ideas, collaborating with their classmates, and friends for group work.
Internet Stations. Computers are open to all enrolled students and employee for academic purposes only. The use of USB to download or save files is prohibited.
Faculty Area. The area is reserved for faculty members only.
Senior High School. This section is reserved for Senior High School Students and faculty members. Books on different tracks are available.
VI. LIBRARY SERVICES
6.1 Online Public Access Catalog (OPAC)
Materials needed for research can be accessed easily through the user-friendly web catalog.
6.2 Open-Shelves System
The library users can have access to the books on shelves. The researchers make the selection of books by consulting the
OPAC or by browsing through the books on the shelves which are generally arranged by subject.
6.3 Overdue Notification
Written and electronic messaging notification of overdue library materials shall be sent to the library users concerned via email.
6.4 Referral
In cases when a research material is not available in the SJC library, a referral letter may be issued to bonafide students, faculty and other members of the community who want to visit other libraries to access their collection.
Fill up a form and provide the ff: information
(1) Specific date of your visit;
(2) The Library you want to visit;
(3) Researcher’s name/s ;
(4) Your College/Faculty/Department;
(5) Topic of research.
The library doesn’t issue referral letters during semestral and summer breaks.
Request for referral letters must be done two (2) days before the actual date of visit.
Referral letters should be claimed by the requestor or if they are in groups, any one of the members may make the request for the referral.
Researchers are subject to the rules and regulations of the library being visited.
The Librarian reserves the right to refuse or disapprove requests for accommodation on the basis of the following:
a.) non-compliance of the above;
b.) misdemeanor on the part of the researchers;
c.) researchers are not in proper attire;
d.) the library is being utilized fully by SJC populace;
e.) during examination weeks; and
f.) when she deems it necessary
6.5 Current Awareness
Information regarding new acquisitions, announcements, events, and notices are posted on the library’s bulletin boards to
update the students, faculty, personnel and the entire SJC Phinma community on current developments in the library.
6.6 Library Orientation
Library instruction is one of the services given to the clientele that aims to familiarize them to the library’s collections, services, and the proper procedures involved in using the materials.
Library orientation will be given to the freshmen students and transferees on 1st semester start. Library handbooks together with copy of the library’s rules and regulations shall be provided.
Any bonafide student who wishes to use the library may be given an orientation by the librarian provided she is free to do so. A faculty member who wants his/her class to be oriented on how to use the different bibliographies, indexes in the OPAC may make a request to the Librarian one week before the date of actual library instruction.
6.7 Wi-Fi Connection
The SJC Manila Phinma Library offers free wireless access (Wi-Fi) in all public areas. This service is available to all currently enrolled students, faculty and personnel. A unique password will be secured to the IT personnel and can only be used in a day only.
6.8 Interlibrary Loan (ILL)
The library facilitates book borrowing from partner institutions on behalf of the library user if not available in the library.
6.9 Document Delivery
Get full-text e-journal articles and book chapters from alternative sources on top of the library’s subscribed databases.
Scanning various pages from the library’s printed collection, taking strict consideration of the copyright law, is also under this service.
6.10 Suggest a Purchase
Library users are welcome to make recommendations for the purchase of library materials.
VII. POLICIES ON BORROWING, RETURNING, AND RENEWING OF LIBRARY MATERIALS
7.1 Readers’ assistance
In instances that students are looking for a specific title and in an on-shelf status, student assistant, the library personnel will provide assistance in locating the book on the shelves until such time that it is made available to user.
7.1.1 Access to Collection
The Library adopts the controlled “open shelf” system where users can get inside the stacks to choose the books by themselves they would like to browse / use. However, books should be borrowed and charged out at the circulation counter before they are brought out of the section. Browsing is allowed inside the circulation section. And if the students decide to borrow them, they will undergo charging out processes at the counter.
7.2 Borrowing Procedures
✔ Search the book that you would like to borrow using the Online Public Access Catalog (OPAC).
✔ Once you have found the book/s you want to borrow, fill up the borrower’s slip
✔ Library users will be allowed at the bookshelves to get the book/s.
✔ Present the book/s that you want to borrow together with the School I.D to the librarian in-charge at the CIRCULATION COUNTER
✔ Library users must be cleared w/all obligations before he/she can be allowed to borrow.
7.3 Borrowing Privileges

7.4 Recall of Books
Any book on loan may be recalled if:
officials of the College have an urgent need of the book ;
a book is to be placed on “Reserve” for a course or is to be given shorter loan periods ;
it is overdue ; or
the library is conducting their mandated semester inventory book.

Faculty Members

Non-Teaching / Employees Personnel
Php 10.00 per day counting of fines includes Sundays and Holidays.
Generated receipt from the library system will be presented to the cashier for the payment of fines. Acknowledgement receipt from cashier should be presented to the librarian in-charge to clear your account in the library system.
7.6 Persistent Failure to Return
Persistent failure to return books may result to revocation of library privileges.
7.7 Loss of Library Materials
Lost Books should be reported immediately to the librarian. It must be replaced by the same or latest edition of the books and the corresponding fine must be paid from the time the book was reported lost up to the book was reported lost up to the time it is replaced. If the book is irreplaceable, any related subject and latest edition to be approved by the faculty/Head librarian and additional fifty pesos to cover acquisition and processing costs.
7.8 Damaged Books
Damaged, torn or missing pages must be reported immediately to the Section-Librarian where the book was checked out. Penalty for lost book shall apply on books beyond repair.
