Philippine Rice Research Institute (PhilRice) is a government corporate entity under the Department of Agriculture created through Executive Order 1061 on 5 November 1985 (as amended) to help develop high-yielding and cost-reducing technologies so farmers can produce enough rice for all Filipinos.
The Institute accomplishes this through research and development work in our central and branch stations. In 2006, PhilRice CES received three management system certifications: ISO 9001 (Quality), ISO 14001 (Environmental), and OHSAS 18001 (Occupational Health and Safety Assessment Series) – where the latter has migrated into ISO 45001 (Occupational Health and Safety Management System) in 2023. From 2019 to 2020, all the Branch Stations received their ISO 9001 certification as their first step into adopting the Integrated management System currently being practiced at CES. These management systems unify the organization, resources, processes, and practices components into one system to help achieve the organization’s purpose and mission.
Long known as DA-Region 2’s Cagayan Valley Experiment Station (CVES) based in San Mateo town, PhilRice Isabela officially became a branch station in May 1991 with the sole aim of boosting rice production in Northeastern Luzon. The station pursues research on nutrient, water, and pest management, socioeconomics and policy studies. In 1998, with the felt need to promote hybrid rice, the way was paved for it to become the “hybrid rice center of PhilRice.” As such, its primary function is to develop, package, and promote hybrid rice and its related technologies.

PhilRice adheres to a system of quality management, environmental protection and occupational health and safety in its operations to advance rice research for development and extension (R4DE).
