You will need to do a Studenleistung (= coursework) to complete a Seminar, and a Prüfungsleistung (= exam) to complete a Module. Studienleistungen are not graded, you just pass or fail. They can have any form, e.g. a presentation or task sheets. This depends on the professor. Prüfungsleistungen can be an oral or a written exam and will be graded. Passing grades can vary from 1.0 (the best grade), 1.3, 1.7, 2.0, ... to 4.0 (the worst grade with which you still pass).
Contact the lecturer if you want to register for a Studienleistung. Some lecturers offer registration via Stud.IP, but not everyone. Have a look at the module catalogue, to figure out which number your Studienleistung has. Please have a look at the table at the end of it. It gives you an overview of the numbers that are attached to each Studienleistung and Prüfungsleistung. The MEML Module, for example, has the number 200, the respective Prüfungsleistung/exam number is 210, and the Studienleistungen/course work is number 260, 261, and 262.
Choose which one of them you need, and tell your lecturer which one it is that they can register you with the correct number.
You can register for the Prüfungsleistungen at your QIS Page. There you pick the module in which you want to register for the Studienleistung and click on "Registration for Exam" with the respective examiner.
There is no strict period per se; however, since many courses require ongoing coursework to be submitted throughout the semester in order to obtain the SL, you should make sure that your lecturer is aware at the beginning of the semester of your intention to obtain credit for the course. You need to communicate with your lecturer when, and how the Studienleistungen for their course works. Usually, lecturers will explain this in the first session of their course.

Technically, our exam regulations allow that you only do a Prüfungsleistung in a certain seminar without completing the Studienleistung. For example, if you already have all the Studienleistungen for a module, but still miss the Prüfungsleistung, you might need to do that. However, please talk to the lecturer of the seminar in this case as they also have to agree. Some might say it makes no sense (contentwise) to only do the Prüfungsleistung, and then you would have to do another Studienleistung even if you wouldn't need it just from the exam regulations. So the short answer would be: no, you're not naturally signed up for a Studienleistung if you want to do a Prüfungsleistung. But it's strongly recommended not to do only the Prüfungsleistung.
