whitney was subjected to gene therapy by her father.   she was told that it was to address a chronic condition,   but instead,   he was purposely trying to give her superpowers.   her father is a very big politician and wanted to use his little perfect girl as part of the campaign.   oh,   it works.   she publicly becomes miss nuclear,   a hero in a red cape and boots that's all show at first.   however,   she truly is powerful,   and she finds that she simply wants to help. 

one night during one of her "upgrades,"   whitney finds herself strapped down to a medical table,   injected with another dose of that synthetic chemical that makes her fists shake beneath restraints.   tears well in her eyes,   and then...   relief as a massive wave of energy,   fizzling out of her body as an electric blue light,   radiates out across the city.   electricity surges,   lights flicker   -   and though she doesn't know it at the time,   this loss of control spurs a change for an unlucky few in the city,   including the creation of blue boy.
